Dear Friends from the Media 

Aam Aadmi Party Maharashtra conducted 10 Chintin Shivirs across the state post the Loksabha ‎elections. The purpose was to reflect on our performance and to plan the way forward. 

The biggest win of contesting the Loksabha Elections has been that AAP Is now entrenched throughout the state with a 40000 strong volunteer base. The party is now poised as an important political entity in the state and we look forward to changing Maharashtra politics for the better. 


AAP is a party that prides itself on being a volunteer based party. We strongly believe in basing our plans on volunteer opinion ‎and the overwhelming response from our volunteers is that we should contest the state  assembly elections. We have presented this feedback to our National Executive and we look forward to their advise on the next steps. 

The other strong suggestion mooted by the volunteers has been the reconstitution of all committees. We presented this in the recently conducted NE meet ad the result is that Misson Vistar is now being planned - it's goal will be to assess the strength of the various committees and rebuild them through volunteer engagement. 
 
AAP Maharashtra leadership and all volunteers are ‎ united in implementing the plans for the Assembly Elections and Mission Vistar. We look forward to your support.

PGTI Feeder Tour 2014 season tees-off with opening event in Jaipur

·         Six events in 2014with prize purse of Rs. 6 lakh each

Jaipur, June 16, 2014: The Professional Golf Tour of India (PGTI) will stage the opening event of its 2014 Feeder Tour season at the Rambagh Golf Club, Jaipur, from 18 – 20 June, 2014. The Feeder Tour is set to stage six tournaments in the 2014 season with each tournament carrying a prize purse of Rs. 6 lakh.

The Feeder Tour events will have a maximum field of 90 players and will be played over three rounds of 18 holes each with the cut being applied after 36 holes.

The field at the opening event in Jaipur will feature top Indian professionals such as local lad Vishal Singh, Rahul Bajaj of Noida, a former winner at Jaipur and 2010 Asian Games silver medalist as well as Arjun Singh Chaudhri of Noida, the 2013 PGTI Feeder Tour Order of Merit champion.

Besides Vishal Singh, the other professionals from Jaipur participating in the event include Yogendra Kumawat, Damodar Kumawat, Kamal Kumawat and Mahesh Yadav.

The second event of the season will be played at the Madhuban Meadows Golf Course in Karnal from 24 – 26 June, 2014.

With prices of essential food items shooting up, the Centre on Tuesday unveiled measures to tame inflation by asking state governments to crack down on hoarders and delist items such as onions and potato on which a minimum export price was slapped to discourage exports
The steps were disclosed by Finance Minister Arun Jaitley after a high-level meeting in which Agriculture Minister Radha Mohan Singh, Food Minister Ramvilas Paswan, Commerce Minister Nirmala Sitharaman and top officials including Nripendra Misra, Principal Secretary to Prime Minister Narendra Modi, were present.Maintaining that only four or five commodities have witnessed a spike in prices, the Finance Minister said states have been asked to crack down on hoarders who are trying to exploit apprehensions of a weak monsoon.
He said the states have been asked to delist certain items, which are usually procured through Agriculture Produce Marketing Committees, so that they come into the open market.
About 50 lakh tonnes of rice will be released in the open market through state governments to cool prices.
While a USD 300 per tonne minimum export price on onion has already been imposed, a similar levy on potatoes will be decided by the Commerce Ministry to discourage exports and boost their domestic availability and control prices, he said.
With regard to pulses and edible oil, states will be given a line of credit to directly import them to meet local demand, Jaitley said.
Jaitley said Delhi Lt Governor Najeeb Jung has been asked to procure onions and potatoes from the open market and flood the market through Mother Dairy retail outlets.
He has also been asked to delist all food items in the capital, a move that will enable farmers to sell their produce directly to the market.
The government, he said, was closely monitoring prices of 22 commodities and will take steps to curb volatility.
Rising prices of essential food items such as vegetables, fruits and cereals pushed up inflation to a five-month high of 6.01 per cent in May.
The likelihood of a sub-normal monsoon and the fallout of violence in Iraq on commodity and oil markets may further worsen the price situation.
Reserve Bank of India Governor Raghuram Rajan said the central bank will be focused on controlling inflation over the next few months.

CUIABA: Alexander Kerzhakov rescued Russia in their first World Cup finals match since 2002, scoring three minutes after coming on as substitute to salvage a 1-1 draw against South Korea on Tuesday.
The 31-year-old St Petersburg striker  is the sole survivor from the squad that appeared at the 2002 World Cup finals — was brought on after rival´s substitute Lee Keun-Ho put South Korea ahead with a 30 metre shot that Russian goalkeeper Igor Akinfeev disastrously parried over his head into the net.
The result left both countries trailing Belgium who head the Group H table after beating Algeria 2-1 earlier.Russia, who host the 2018 finals, were looking to make an impact in their landmark return.
They owed their saved honour to Kerzhakov who scored his 26th international goal. On Akinfeev´s error Russian coach Fabio Capello said: “Just like some players can miss penalties it can happen that a keeper makes a mistake as well.
“You can accept a mistake from a great keeper like Akinfeev. Today it turned out fine.”The reaction of the players was really good,” the Italian added when asked about the Korean goal.
“That was important to me.”Korean coach Hong Myung-Bo commented: “It´s the first match and I´m satisfied.
“The last two countries to make their appearance in Brazil 2014 slowly cranked up the tempo in 77 percent humidity under the Arena Pantanal´s floodlights.

    PORTO ALEGRE: Arjen Robben and Robin van Persie scored as Netherlands came from behind to beat brave Australia 3-2 at the World Cup on Wednesday.
    A second-half strike from Memphis Depay settled an electrifying Group B encounter at Porto Alegre´s Beira-Rio Stadium after a stunning Tim Cahill volley and a Mile Jedinak penalty helped the Socceroos take a 2-1 lead.
    Netherlands — who thrashed reigning champions Spain 5-1 in their opening match — are now in pole position to finish top of the group with six points from two games.
    Van Persie will miss the next game against Chile though after picking up a second yellow card. And Louis Van Gaal´s side were given an almighty fright by their fired up Australian opponents, who now face almost certain elimination.
    If Spain fail to beat Chile in Group B´s other game in Rio later Tuesday, Australia will become the first team to be eliminated from the 2014 finals. But the Australians have enhanced their reputation with a gutsy performance in their 3-1 opening defeat to Chile and the heroic display against one of football´s established nations.
    After soaking up early pressure, Bayern Munich star Robben settled Dutch nerves with a superb solo effort on 20 minutes. But Cahill equalised moments later with a stunning volley which crashed off the underside of the crossbar and into the net.
    Australia then took a shock lead nine minutes after half-time, Jedinak drilling the spot-kick after Daryl Janmaat was adjudged to have handled.
    Van Persie pounced four minutes later to make it 2-2 before Depay lashed in his 68th-minute winner for the Dutch, who were watched by Holland´s King Willem-Alexander and his wife Maxima.
    Spain were to fight for their World Cup place against the Chileans in Rio´s Maracana Stadium.
    Spain coach Vicente del Bosque dropped a bombshell with his team line-up shortly before the 4pm (1900 GMT) kick-off, announcing that long-serving stalwarts Xavi and Gerard Pique had been dropped.
    Following their traumatic drubbing by the Netherlands last Friday, Spain will be eliminated if they lose.
    Brazil 2014′s scintillating show of attacking football continued with the much fancied Netherlands defeating World Cup minnows Australia 3-2 in an incredible group match to virtually book a second round berth at Porto Alegre on Wednesday.
    The way the Netherlands overran Spain the other day, it looked like the Australians would be blowned away by the Dutch in the first World Cup match between the two sides.
    But the Group B match at Estadio Beira-Rio saw none of it and fortunes fluctuated between the two sides throughout the gripping 90 minutes with the Australians producing a gutsy performance belying the expectations from them.
    Australia, the lowest FIFA ranking team among the 32 participants, refused to be cowed down by the reputation of the Dutch, who were the last edition losing finalists and who had just ripped to shreds defending champions Spain 5-1.
    Instead, the Socceroos hold their own and at one stage took the lead around the hour mark. For a moment, it looked like Australia will tear apart the form book and pre-tournament predictions by upsetting the Dutch.
    It ultimately boiled down to the difference in class between the two sides that decided the outcome of the match with the Dutch far ahead in that aspect.
    With today’s loss, their second after the 1-3 defeat at the hands of Chile, Australia are now virtually out of the tournament.
    The Dutch, on the other hand, are virtually through to the round of 16 after their 5-1 humiliation of Spain.
    Arjen Robben, who scored two goals against Spain and mesmerised the defending champions’ defence, put the Netherlands ahead in the 20th minute only to be restored parity by a stunning Tim Cahill goal next minute with perhaps the best goal of the tournament so far.
    Australia stunningly took the lead in the 54th minute with captain Mile Jedinak converting from the spot after Daryl Janmaat handled the ball inside the box.
    But within four minutes, Robin van Persie (58th) put the match on level terms with a left-footed finish after he was set in the clear by Robben inside the Australian box.
    Second half substitute Memphis Depay then ended the Australian dreams by scoring the winner in the 68th minute.
    There was nothing to separate the two sides at the end of the first half and they matched each other in every aspect, shot by shot and in ball possession.
    It was again the indefatigable Robben who put the Dutch ahead in the 20th minute by tearing apart the Australian defence with his pacy run, just like he had done against the likes of Sergio Ramos and Gerard Pique of Spain.
    The 30-year-old Bayern Munich player outran two defenders after collecting the ball from the centre of the field before drilling a perfect left-footed grounder to the left of Maty Ryan’s goal.
    Robben’s strike, however, did not lead to the opening of the floodgates for his side, but on the contrary, Australia replied with a bang within less than a minute with veteran Tim Cahill equalising with a spectacular left-footed volley which left Dutch keeper Jasper Cillessen without any chance.
    The second half was even more fascinating with the two sides giving not any inch to each other.
    It was Australia who actually went ahead through a penalty kick conversion in the 54th minute.
    Oliver Bozanic, who came in as substitute in the 51st minute, made an instant impact within two minutes as his attempted cross was blocked by Janmaat’s hand and the referee pointed to the dreaded spot.
    Jedinak coolly dispatched the penalty to the goalkeeper’s right, sending him the wrong way.
    But the Dutch made a swift turnaround with van Persie scoring his third goal of the tournament in the 58th minute. Jason Davidson played van Persie onside inside the Australia box and the Manchester United striker made no mistake, slamming the ball into the roof of the net.
    20-year-old Memphis Depay then scored the winner, his first international goal for the Netherlands, in the 68th minute to send the Australians crashing out of the tournament.
    Australia will also be without Cahill in the final group match against Spain as he received his second yellow card on Wednesday.

Protecting the persecuted is a core American value. Yet asylum seekers and other immigrants are often detained in jails and jail-like facilities and those who are released wait years for the backlogged immigration courts to schedule a hearing in their case.
The United States is experiencing a sharp increase in the number of people crossing the Southern border–many have fled from escalating violence or persecution. This humanitarian crisis makes it more important than ever to address the delays in the immigration courts.
As we celebrate World Refugee Month this month, add your name to our petition urging Congress to properly fund the tools to manage the increase in protection requests at the border.
Last month, we visited key border points, border patrol stations, and immigration detention facilities. We met with asylum seekers apprehended and detained near the border, many without access to legal information or counsel to understand their cases.
We met one asylum seeker who was detained in jail-like conditions in a U.S. immigration detention facility after he told U.S. officials he feared persecution in his Central American country due to his sexual orientation. Most asylum seekers like him will either face continued detention in these conditions or if released will wait years for their court hearing.
That’s why Human Rights First recently released a Blueprint on How to Protect Refugees and Prevent Abuse at the Border, recommending tools both for the administration and for Congress on how to address this crisis.
We can’t do this without you. Help us urge Congress to properly fund the immigration courts, asylum office, and other measures that support appearance.  Sign the petition now!
Properly resourcing our immigration system would allow immigration courts to resolve asylum and other immigration applications in a more timely manner, and to create more flexibility to reduce costly detention and use alternatives to detention where needed. These steps can help to protect refugees and maintain the integrity of our system.

Infrastructure Finance Companies and Infrastructure Debt Fund Non-Banking Financial Companies (ID-NBFCS) to Issue Secured Debentures
The Ministry has decided to allow Infrastructure Finance companies and Infrastructure Debt Fund Non-Banking Financial Companies (ID-NBFCs) to issue secured debentures for a period up to thirty years. Similarly, Housing Finance companies have been allowed relaxed terms for maintaining Debenture Redemption Reserve on lines similar to NBFCs registered with RBIs. Necessary amendments in Rules have been notified.It has also been clarified that an independent Merchant Banker who is registered with SEBI or an independent Chartered Accountant in practice having a minimum experience of ten years may be engaged by companies for preparing valuation reports required before making preferential allotment of shares.

FAO India Head Calls on Agriculture Minister,

Peter Kenmore, FAO Representative in India called on the Agriculture Minister Shri Radha Mohan Singh here today to apprise him of the work done by FAO globally, and in India towards ensuring food security, price stability, family farming and responsible agriculture especially in the context of challenges on account of climate change.Mr Kenmore also discussed the international programmes and interventions of FAO, especially in locust control, management of diseases like avian flu, mapping of resources of oceans, forests and global Commons. He lauded the efforts of India in extending support to global partnership sin agriculture and food security.
Agriculture Minster discussed India`s new agriculture development policy with renewed focus on marginal and small farmers, micro irrigation, soil health cards and access to credit. He was happy to note that FAO was marking the current year as the International Year of Family Farming. This was specially relevant in the context of production system in India, which was predominantly based on family farms. Drawing upon his personal experiences as a farmer, he expressed his appreciation of FAO`s micro level interventions like the Ajeevika project. He expressed the hope that India and FAO will work together for the food security, not just of India, but also of the entire region, and the world.
Peter Kenmore presented FAO publications and a poster on INM/IPM practices to the Agriculture Minister.

19062014 TRAI holds Open House Discussion on “Allocation and Pricing of Microwave Access (MWA) and Microwave Backbone (MWB) RD Carriers”
 Telecom Regulatory Authority of India (TRAI) today held an Open House Discussion on  Allocation and Pricing of Microwave Access(MWA) and Microwave Backbone (WB) RF Carriers. The meeting was chaired by Shri R.K.Arnold, Member, TRAI.  Some of the stakeholders that have earlier sent written comments aired their comments and suggestions.   Representatives from Cellullar Association of India (CAI), BhartiAirtel, Idea Cellular Ltd., Relilance Communications Ltd., Sistema Shyam Teleservices Ltd., Tata Teleservices Ltd., and Vodafone etc. amongst others presented their comments during the Open House Consultations. The comments and counter-comments received earlier have been placed on the website of TRAI as part of its Consultation Paper dated 28th March, 2014,    Most of the stakeholders substantiated and furthered their comments that they have already been submitted in written by them.
The consultation process was initiated after Department of Telecommunications requested the Authority in November, 2012 to furnish its recommendations for “Allocation and pricing of Microwave Access (MWA) and Microwave Backbone (MWB) RF carriers” in terms of clause 11(1) of the TRAI Act 1997 as amended.  TRAI has prepared this consultation paper raising specific  issues for consideration of stakeholders viz. number of microwave carriers need to be assigned to TSPs in case of 2G, 3G and BWA technologies, preferred mechanism of assignment of MWA/MWB carriers to the TSPs, i.e., ‘exclusive basis assignment’ or ‘link-to-link based assignment, administrative assignment or assignment through auction, criteria for allocation of additional carriers, pricing mechanism for carriers exploration of options for assignment of MWA carriers in all the spectrum bands in 6-42 GHz range and assignment of MWA carriers in higher frequency bands viz. E-band and V-band.  The paper has been placed on TRAI’s website www.trai.gov.in.

MEA: Info about location of abducted Indians provided by Iraq govt

The External Affairs Ministry has said Iraqi government has provided information about the location of the abducted 40 Indian workers. Addressing a press conference in New Delhi this evening, External Affairs Ministry spokesman Syed Akbaruddin said, Indian Embassy in Baghdad has been persistently following the matter with the Iraqi authorities. Mr Akbaruddin said, the government is giving highest priority to the safety and security of the Indians there.
Yesterday, India had confirmed that 40 Indians were kidnapped in violence-hit Iraq city of Mosul. Replying to a question, Mr Akbaruddin said, External Affairs Minister Sushma Swaraj has also talked to Chief Minister of Punjab as most of the abducted workers are from Punjab. The Spokesman reiterated that New Delhi is ready to work with any organisation or individual who is willing to assist in this difficult situation.
Earlier, in the day, External Affairs Minister Sushma Swaraj said all efforts are underway to rescue Indian nationals kidnapped in Iraq. She told reporters in New Delhi that she is personally supervising the rescue efforts. Ms Swaraj assured the relatives of the kidnapped people that the government will leave no stone unturned to rescue them.
Meanwhile, in Punjab, more than 50 families have approached the state government and provided details of their relatives stuck in Iraq. Punjab Government has set up a control room at Chandigarh with telephone numbers 0172-2740397 and 0172-2740035 besides a fax number 0172-2740936.
A Punjab Government spokesman said in Chandigarh that the moment control room numbers were flashed on the TV channels, the two telephone lines of the civil control room were flooded with calls from anxious relatives. Deputy Commissioners of various districts are approaching the families of those who are in Iraq.
Haryana Government has also set up a control room in Chandigarh with telephone number 0172-5059197 to get any information from people about their relatives in Iraq. A senior officer of Haryana Government said in Chandigarh that government has got details of 20 persons of Haryana who are in Iraq but none of them is in the list o

The US House of Representatives has approved a measure to cut off funding for programs by the National Security Agency tasked with introducing security vulnerabilities within American tech products, otherwise known as backdoors. US House votes to halt Guantanamo transfers


In a late vote on Thursday evening the US House of Representatives voted to prohibit federal funds from being used for transfers of Guantanamo Bay detainees, reports The Hill. The move was prompted by the controversy ignited by the release of Sgt. Bowe Bergdahl by the Taliban, which was secured through the transfer of five Taliban prisoners from the detention center in Guantanamo. The House amendment to the 2015 Defense appropriations bill, which was passed by a vote of 230-184, was introduced by Rep. Tom Cotton (R-Ark). “It simply shows the judgment of this Congress, the people’s representatives, that these remaining 149 detainees are too dangerous to be cavalierly released to a country without adequate constraints or notification to Congress,” Cotton said. The 2015 Defense appropriations bill is expected to pass on Friday.

Russian cosmonauts Alexander Skvortsov and Oleg Artemyev floated outside the International Space Station to install a communications antenna, Interfax reports citing command control. Cosmonauts successfully removed a shell of the space station’s Zvezda service module and installed an advanced communications antenna designed to beam telemetry between space and earth through the Luch. Satellite Data Relay Network or Luch is Russia’s equvallent to NASA’s Tracking and Data Relay Satellites.

US slaps sanction on Uganda over gay rights


Washington has introduced new sanctions against Uganda that includes visa bans, selective aid freeze and canceling a military air exercise after the African country’s leaders introduced tough anti-gay laws. The law which was introduced in February, “runs counter to universal human rights and complicates our bilateral relationship,” the White House said, blaming Uganda for “human rights abuses”. The law allows gays to be jailed for life and obligates people to denounce homosexuality to the authorities.

Turkish court orders release of 230 army officers convicted of coup plot


A Turkish criminal court ordered the release on Thursday of 230 military officers convicted of plotting to topple Prime Minister Recep Tayyip Erdogan, Reuters said. The previous day, the constitutional court ruled that the officers’ rights had been violated in the handling of digital evidence and the refusal to hear testimony from two former top military commanders. During the 2010-12 “Sledgehammer” trial, critics accused Erdogan of using the courts to pursue a “witch hunt” against the generals.

Israel bans UK-based Muslim charity as ‘source of funding’ for Hamas


Israel on Thursday banned a British-based charity, Islamic Relief Worldwide, from operating in the occupied West Bank. IRW was accused of being a source of funding for the Palestinian Hamas Islamist movement, Reuters reported. Defense Minister Moshe Yaalon signed an order declaring the IRW an “unauthorized association.” The ruling empowers Israeli authorities to seize any funds the group might send to Palestinians in the West Bank. Florida execution marks third in the US in less than 24 hours

Javadekar : TV channels time to be creative

 Javadekar said that as a “trade-off” for the benefits to the broadcasting industry because of digitisation, the government wants it to think how the consumer can gain. 
“Digitisation has resulted in increasing your subscriber base and revenue base….But what has been done is just 25 percent and we want to do the rest also. But what are you doing for viewers? “I am asking for a trade-off. Will you reduce the subscription of the consumer? Should I (the consumer) pay more and watch more advertisements as well? You say what you can do there,” Javadekar told the top executives present. He said those in government are representatives of the people and should work in their interest. 
Javadekar said most of the Set Top Boxes meant for digitisation of cable sector and other equipment were being imported and efforts should be made to produce them in the country. 
“We will not delay becasue of this but some effort should be made,” he said. Javadekar said there were issues related to the advertising code which those in the field should address. 
“Somebody applies a deodorant and all women come running, this is demeaning and not the way an advertisement should be,” he said. He said decency should be there as children also watch television. “I am not saying that the government is imposing anything but as I have said earlier the industry should evolve a code about what is decent and what is not decent,” he said. 
Addressing the concerns of representatives of media and entertainment industry, Javadekar said government will not act as an obstacle in the efforts of the industry but will be a partner in the rapid progress of the sector.

Sri Lankan parliament overwhelmingly voted not to allow the UNHRC team into the country to investigate alleged human rights abuses during the last phase of the civil war against the LTTE.
The government moved resolution was passed with 144 votes in favour, 10 against and 37 abstentions in the 225-membered house.”That this Parliament resolves that the investigation to be conducted against Sri Lanka by the Office of the United Nations High Commissioner for Human Rights should not be carried out on the ground that such a course of action is detrimental to the process of reconciliation and peace and that it erodes the sovereignty, dignity and stature of Sri Lanka”, the resolution said.
Two amendments moved by the Opposition were defeated. The government received a jolt ahead of the vote when a key ally, Sri Lanka Muslim Congress, said they were boycotting the parliament debate on the resolution.
Party leader, Rauff Hakeem, who is also the Minister of Justice said they were skipping parliament as the government had failed to provide security to the Muslims against a communal riot in the southwestern region.
“We are convinced that the government did not do anything to prevent the violence”, Hakeem said.
At least 4 Muslims were killed while nearly 100 were injured in the attacks blamed on the Buddhist majority BBS or the Forces of Buddhist Power.
The UN rights body’s investigation is in terms of a resolution adopted in March at the UNHRC. The investigation is to commence soon.
The action sanctioned by the UN rights body’s three successive resolutions since 2012.
Sri Lanka’s lack of action to control inter-religious tensions was highlighted by the UN rights chief Navy Pillay during her visit to the island last year.
Stepping up the international pressure, the European Union on Wednesday urged the Sri Lankan government to uphold the rule of law.
“We condemn the outbreak of violence which resulted in the loss of lives and extensive damage to property,” a EU statement said.
Up to 40,000 Tamil civilians were killed at the end of the separatist war in 2009, rights groups and experts have said.

Russian President Vladimir Putin on Saturday ordered military forces in central Russia on combat alert as well as a drill of airborne troops, a day after Ukraine ordered a cease-fire with pro-Russian rebels.
NATO said earlier this week that Russia has resumed a military build-up on the border with Ukraine where pro-Russian separatists have been fighting government forces for weeks in a conflict that has left about 300 people dead and displaced over 34,000. Ukrainian President Petro Poroshenko ordered his forces to cease fire yesterday and halt military operations for a week, the first step in a peace plan he hopes will end the fighting that has killed hundreds. The Kremlin dismissed the plan, saying it sounded like an ultimatum and lacked any firm offer to open talks with insurgents. The combat alert in the central military district, which encompasses the Volga region and the Ural mountains but not western Russia, will last until next Saturday, Russian Defence Minister Sergei Shoigu said, quoted by Russian state news agencies. Some 65,000 troops will take part in military drills accompanying the combat alert, according to head of Russian General Staff Gen Valery Gerasimov, including several thousand troops of an airborne division which will be moved from a city 200 kilometres east of Moscow where they are stationed to the Ural mountains. Russia’s combat alert was ordered on the first day of the cease-fire in Ukraine, which was nonetheless marked by more fighting along the border. The Ukrainian Border Guard Service reported overnight attacks on two border posts in the Donetsk region, which left three troops injured, hours after the cease-fire was announced. One of the posts, Vyselky, was attacked with mortar and sniper fire for half an hour, the border guards said. An attack on another border post, Izvaryne, immediately before the cease-fire left six men injured, the border guard service said. Rail fare hike difficult but correct decision: Jaitley
Defending the steep hike in rail fare and freight rates as a ‘difficult but correct decision’, Finance Minister Arun Jaitley today said the railways can survive only if users pay for availing of facilities.
“The passenger services have been subsidised by the freight traffic. In recent years, even freight fares have come under pressure,” he said in his first reaction to the 14.2 per cent increase in passenger fares and 6.5 per cent hike in freight rates.
Stating that the choice before the government was to allow the railways to bleed and eventually walk into a debt trap or raise fares, Jaitley said, “India must decide whether it wants a world-class railway or a ramshackled one”.
“The railway minister has taken a difficult but a correct decision…The Indian Railways for the last few years have been running at a loss. The only way that Railways can survive is when users pay for the facilities that they avail.”
BJP leaders term rail fare hike a strong and effective measure
Bharatiya Janata Party leader Mukhtar Abbas Naqvi and Siddharth Nath Singh defended the rail fare hike, calling it a strong and effective measure to counter Congress’ failure.
Naqvi told the news agency, “Correction of the Congress’ failures is the priority,” adding, “The challenges the country is facing is an inheritance passed by the people who are protesting against it.”
He added, “The Modi government was trying to take strong and effective measures. Soon people will realise that measures that are being taken is to rid people of their problems.”
Meanwhile, BJP leader Siddharth Nath Singh said, “Any government faces two choices, to go for the growth or to give doles in the form of vote bank, the decision taken by PM Narendra Modi’s government is to bring India out of the economic mess left by the earlier UPA-II government.”
About the railway hike, he said, “It was a decision that the previous government had already taken in February but they did not announce it because of the upcoming elections and the vote bank consideration and, therefore, left the decision to the new government.”

US Lawmakers seek to honour PM Modi with address to Congress
Prime Minister Narendra Modi is expected to receive the honour of addressing a joint session of the US Congress during a visit to Washington in September.
California Republican Ed Royce, chairman of the House of Representatives Foreign Affairs Committee, wrote to House Speaker John Boehner on Friday and asked that he invite Mr Modi to address a joint session of the House and Senate during his trip.
“In every aspect – whether it be in political, economic or security relations – the United States has no more important partner in South Asia,” the letter said.
“It is not an overstatement to say that the US-India relationship will be one of the defining partnerships of the 21st century.”
Mr Boehner’s office did not immediately announce a response to the letter, which was also signed by North Carolina Republican Representative George Holding.
Congressional aides said they expected an invitation would be issued to Mr Modi.
The administration of President George W Bush denied Mr Modi a visa in 2005 under a 1998 US law barring entry to foreigners who have committed “particularly severe violations of religious freedom.”
In 2002, when Mr Modi had just become Gujarat’s chief minister, more than 1,000 people, mostly Muslims, were killed in sectarian riots in the state. Mr Modi denied any wrongdoing. India’s Supreme Court ruled in 2010 he had no case to answer.
President Barack Obama congratulated PM Modi on his election victory in mid-May and invited him to the White House.
The United States, which sees India as a natural ally and potential counterbalance to China in Asia, is eager to expand business and security cooperation with the Modi government.

How Rajnath Singh is wrong about Biometric NPR and the Prime Minister is right 

No lessons being learnt from misuse of electoral database and census data by Big Data companies

In a letter written to Minister of Home Affairs (MHA), Citizens Forum for Civil Liberties (CFCL) has submitted that Shri Narendra Modi had opposed biometric National Population Register (NPR) in his letter to Dr Manmohan Singh on October 6, 2011. It has argued that MHA’s support for 12 digit biometric aadhaar number generating NPR makes Indians worse than prisoners, violates Citizenship Act, Census Act and constitutional rights. 

Isn’t there a compelling reason for MHA, RGI and all the concerned ministers and officials in the government to read the letter of Shri Narendra Modi to understand why he had opposed biometric NPR not? How can MHA deprive itself of the wisdom of Shri Modi without facing any consequence? If this government does not reconcile its actions in the light of Shri Modi’s letter, it will tantamount to breach of citizens’ trust. It will set a dangerous and unhealthy precedent and in future no one will believe even the written words of political leaders. 

The MHA’s must explain as how is India’s NPR for identity cards different from Identity Cards that has been abandoned in UK. There is a need to guard against ID Card cartels and learn from the fate of such databases in Egypt, Pakistan and Greece. It must set up a committee to examine why countries like China, Australia and France abandoned such ID projects.

CFCL had appeared before t he Parliamentary Standing Committee (PSC) on Finance that examined the National Identification Authority of India Bill to legalize and legitimize aadhaar scheme. The PSC endorsed the concerns about national security and citizens rights and questioned and trashed the scheme. 

The parliamentary committee had categorically raised question about the absence of legal mandate for biometric data collection. The parliamentary committee’s report observes, “The collection of biometric information and its linkage with personal information of individuals without amendment to the Citizenship Act, 1955 as well as the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, appears to be beyond the scope of subordinate legislation, which needs to be examined in detail by Parliament.”

Notably, the PSC’s report revealed that “Bharatiya – Automated Finger Print Identification System (AFSI), was launched in January, 2009, being funded by the Department of Information Technology, Ministry of Communications and Information Technology, for collection of biometric information of the people of the country.” But admittedly the same is not being used by UIDAI because according to the Government, “The quality, nature and manner of collection of biometric data by other biometric projects may not be of the nature that can be used for the purpose of the aadhaar scheme and hence it may not be possible to use the fingerprints captured under the Bhartiya-AFSI project.” It is bizarre as why the parliamentary committee did not question AFSI program of Ministry of Communications and Information Technology headed by A Raja. How can this program be allowed to continue without “amendment to the Citizenship Act, 1955”?

Despite such observation of the parliamentary committee, MHA’s support for NPR is quite inexcusable. 

Besides the Ministry of Planning in their written reply stated, “UIDAI is adopting a multiple registrar approach and the Registrar General of India (RGI) will be one of the Registrars of the UIDAI. To synergize the two exercises, an Inter Ministerial Coordination Committee has been set up to minimize duplication. The UIDAI is making all efforts to synergize with National Population Register (NPR) exercise.” This recorded reply illustrates that NDA government’s proposal for NPR and UPA government’s aadhaar is simply the same rose with different names. 

It is quite clear from the conceptual design that aadhaar and NPR is one and the same. This feigned ignorance seems to demonstrate the collusion between BJP and Congress on biometrically profiling Indians.  Admittedly, biometric data is a property. It is not surprising that property dealers of all shapes and shades are visible on the horizon.    

The examination of the terms of reference of UIDAI reveals it all. The entire political class and citizenry was taken for a ride regarding a so called turf war between the Ministry of Home Affairs and UIDAI which media was made to understand that got resolved by diving the Indian population in two parts of 60 crore for coverage under aadhaar and the rest under National Population Register (NPR) which also generates Aadhaar number. The fact is the terms of reference of the UIDAI mandated it “take necessary steps to ensure collation of National Population Register (NPR) with UID (as per approved strategy)”, to “identify new partner/user agencies”, to “issue necessary instructions to agencies that undertake creation of databases… (to) enable collation and correlation with UID and its partner databases” and UIDAI “shall own and operate the database”. The executive notification dated January 28, 2009 that set up UIDAI mentions this. The entire exercise has been staged to hoodwink unsuspecting Indians.

If there was still any doubt about the oneness of NPR and aadhaar, the report of Press Trust of India of January 30, 2014 revealed the proposal of the Planning Commission to allow UIDAI to start enrolments in areas other than 18 states and Union Territories allocated to it. The Commission’s proposal is based on the view that this is required to speed up collection of biometrics details of residents and for issuing them Aadhaar numbers as well as a National Multi-purpose Identity Cards (NMIC) based on NPR. It was reported, “The Commission discussed the proposal with Registrar General of India (RGI) under the Ministry of Home Affairs. They have agreed that UIDAI can be allowed to enrol in some states where they are collecting biometrics details of resident, to speed up enrolments.”
It may be noted that the states and union territories where RGI is enrolling residents and collecting their biometrics details under NPR are Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Jammu & Kashmir, Meghalaya, Mizoram, Odisha, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal, Andaman and Nicobar Islands, Dadar and Nagar Haveli and Lakshadweep. Notably, RGI is also enrolling residents in Udupi, Gadag, Uttara Kannada, Haveri, Davangere, Bangalore rural, Chikkabalapur and Kodagu districts of Karnataka. So far 14 crore Indians have been enrolled under NPR.

UIDAI has been enrolling residents in Andhra Pradesh, Goa, Chandigarh, Daman and Diu, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Delhi, Puducherry, Punjab, Rajasthan, Sikkim and Tripura. It claims that so far it has enrolled 63 crore Indians.

Both NPR and aadhaar are online databases by design.  
Now that it has been established that surveillance agencies of USA, UK and their allies have dismantled firewalls created for online privacy and encrypted Internet communications, the new government must dismantle the illegitimate biometric database to undo the damage to done to Indians by the previous government.

In its letter CFCL said, “even as the surveillance infrastructure that was bulldozed by the previous  government unfolded in India, UK’s Deputy Prime Minister Nick Clegg said in a speech in British House of Commons said, “This government will end the culture of spying on its citizens. It is outrageous that decent, law-abiding people are regularly treated as if they have something to hide. It has to stop. So there will be no ID card scheme. No national identity register, a halt to second generation biometric passports,” He added, “We won’t hold your internet and email records when there is just no reason to do so. Britain must not be a country where our children grow up so used to their liberty being infringed that they accept it without question. Schools will not take children’s fingerprints without even asking their parent’s consent. Both have been abandoned.”

During the election campaign, BJP opposed biometric aadhaar in strongest words. Now it is apparent that the MHA has accepted aadhaar as irreversible and as a face saving stance it will have citizens believe that it will not accept biometric aadhaar but will gladly do so if it is mentioned as biometric NPR unmindful of Shri Modi’s opposition to it.   

The technological drive to ensure mastery over human beings is not merely a by-product of a faulty political economy but also of a world view which believes in the absolute control. It has become more and more apparent that genocides, ecodisasters and ehtnocides are but the underside of corrupt sciences and psychopathic technologies wedded to new secular hierarchies, which have reduced major civilization to the status of a set of empty rituals, observes Ashish Nandy in his book The Intimate Enemy: Loss and Recovery of Self under Colonialism. 
The lessons from database based genocides are part of recent world history should not be forgotten in the face of a large section of complicit and partisan corporate media especially those that regularly received advertisements from UIDAI and its partners.

The MHA’s initiative for biometric NPR reveals that no lessons are being learnt from misuse of online electoral database and census data by Big Data companies. The companies like FourthLion Technologies and Modak Analytics have collected and analysed electoral data in the absence of any data protection law.  The latter analysed 18 tera bytes of data and built India’s first Big Data-based Electoral Data Repository system and vetted about data related to 81 crore people to help our client understand the electorate on a wide variety of aspects such as caste, gender, age and economic status. We used all the publicly available data provided by Election Commission and Census figures.

The first half could be divided into three distincts parts with first and last phase belonging to Costa Rica while Italy dominated for a duration during the middle phase.
The first 15 minutes belonged to Costa Rica who pressed really hard with Cristian Bolanos’ inswinging corner saw Celso Borges head wide off the target despite wrong anticipation on Buffon’s part.
Bolanos, Gamboa and Campbell took control of the midfield during that phase as Mario Balotelli cut a lonely figure upfront.
The next 20 minutes saw Italy get into the game as their midfield artist Andrea Pirlo got into the action providing a couple of assists for Balotelli.

France thrash Switzerland 5-2 in World Cup

SALVADOR: France all but insured their place in the World Cup knock-out rounds by crushing Switzerland 5-2 in Salvador on Friday.
France were in complete command during their match against Switzerland which they won convincingly despite Karim Benzema missing a penalty.
The Real Madrid hitman did make amends with an opportunistic strike as did Olivier Giroud with a header, Blaise Matuidi off a counter.
Diminutive Mathieu Valbuena and young Moussa Sissoko also didn’t miss out on converting the assists.
Benzema provided a couple of assists apart from scoring his third goal for the Les Bleus in the tournament.
The Fifa Rankings went for a toss as the higher ranked Swiss men (No 6) were outplayed by Didier Deschamps’ men as the French manager is in pursuit of becoming only the third player-turned-manager to win the World Cup for his country.
Franz Beckenbauer and Mario Zagallo are the ones who have achieved the coveted feat.
Benzema’s close-range strike and a Sissoko effort added further gloss in the second period, before Blerim Dzemaili and Xhaka bagged late consolation goals for the losing team.
France are now on the brink of the last 16 having taken a maximum six points, while Switzerland still have work to do in their final pool encounter with Honduras.
Switerland’s woes started early when Steve von Bergen caught a boot in the face from Giroud and had to be replaced.
And Giroud was in the thick of the action again when he put France ahead in the 17th minute.
The Arsenal striker leapt highest to thump Valbuena’s corner past Benaglio who, despite getting a full hand to the ball, could not keep the effort out. Within 66 seconds, Frenchmen took complete control.
Benzema pounced on Valon Behrami’s poor pass before playing in Matuidi on the left of the box and he side-footed past Benaglio at the near-post, the goalkeeper perhaps beaten too easily.
France missed the chance to extend the lead in the 33rd minute when referee Bjorn Kuipers pointed to the spot after Johan Djourou recklessly felled Benzema.
However, Benaglio dived to his right to keep out Benzema’s spot-kick before Yohan Cabaye inexplicably volleyed the rebound against the crossbar. But France did get a third just five minutes before the break.
Raphael Varane brought the ball away following a Swiss corner before producing an exquisite pass that sent Giroud free down the left and he in turn laid the ball across goal for Valbuena, who could not miss from inside the six-yard box.

Valencia double gives Ecuador new life
Ecuador moved into second place in World Cup Group E as two goals from Enner Valencia handed them a 2-1 win over Honduras in Curitiba on Friday.
Honduras had looked on course for their first ever World Cup win when Carlo Costly fired them in front on 31 minutes, but Valencia levelled from close range just three minutes later.
And the Pachuca striker moved alongside Karim Benzema, Robin Van Persie, Thomas Mueller and Arjen Robben as the tournament´s joint top scorer on three goals when he headed home the winner from Walter Ayovi´s free-kick 25 minutes from time.
Ecuador now lead Switzerland on goal difference with both sides locked on three points after two games behind group leaders France on six.
However, Honduras can also still qualify despite losing both their games so far should they heavily defeat the Swiss and Ecuador lose to France.
After a nervy opening from both sides the game began to open up midway through the half and Honduras felt they had a strong penalty appeal waved away by Australian referee Benjamin Williams when Costly went down under pressure from Juan Paredes.
Moments later it was Ecuador who should have taken the lead as Valencia timed his run onto Frickson Erazo´s long ball forward perfectly but couldn´t find the target when left with just Noel Valladares to beat.
Honduras´s first clear chance of the game came just before the half hour mark when Victor Bernardez headed wide when unmarked at the far post.
Four minutes later, though, Costly did net his country´s first World Cup goal in five games stretching back to their inaugural appearance at the finals in 1982 as he beat Jorge Guagua to a high ball before slamming home left footed.
The Hondurans´ lead was short-lived as within three minutes Juan Paredes´ deflected effort fell perfectly for Valencia to bundle home his second goal of the tournament.
Honduras ended the half the stronger side as Bernardez´s powerful free-kick was turned behind by Alexander Dominguez and Jerry Bengston rightly had a goal ruled out for handball after Costly´s initial header had come back off the post.
After the break it was Ecuador´s turn to feel aggrieved with referee Williams as he again was unmoved when Felipe Caicedo tumbled under a challenge from Maynor Figueroa.
However, that decision mattered little in the end as Valencia netted the winner when he rose highest to meet Ayovi´s sweet delivery.
Enner Valencia struck twice on either side of the break in the 34th and 65th minute to provide Ecuador with full points and hopes of qualification for the second round.
It was a come-from-behind win for the Ecuadorians after Carlos Costly got Honduras ahead in the 31st minute.
Ecuador now are placed second in the group behind France and will like to put up a spirited fight against the 1998 World Cup winners.

Poor monsoon no excuse for price rise, Govt needs to act

The weathermen have predicted poor rainfall in the country during the four-month monsoon season. This has caused panic. Actually the worry is not much for the foodstock which is in comfortable position in the current year, but for the rising trend in prices of essential commodities, particularly food items that pinches the pocket of the common man.
Just after the country’s official weather forecasting agency, India Meteorological Department (IMD) issued its preliminary forecast inApril 24 cautioning about poor rainfall, the wholesale prices of commodities began shooting up. Rising prices of food and beverages like coffee, tea, poultry, fish and vegetables pushed up the wholesale price inflation to a 5-month high at 6.01 per cent in May. The Wholesale Price Index based inflation was 5.20 per cent in April and 4.58 per cent a year ago.
The IMD’s final forecast issued on June 9 compounded the fears of a poor South-West Monsoon in the period June-September. Not only the rainfall is likely to be deficient generally over the country being below normal at 93 per cent of the long period average of 89 cm with a model error of +-4 per cent, but over most of the regions with the exception of north-eastern states, West Bengal, Bihar and Jharkhand the rainfall will also be equally poor. Rainfall forecast for the crucial agriculture months, July and August, is also not encouraging. It is likely to be 93 per cent of the LPA in July and 96 per cent of the LPA in August with a model error of +-9 per cent. Late arrival of the monsoon and its tardy advancement over the country also raises concern.
The chances of the spoilsport, El Nino, emerging during the monsoon period is as high as 70 per cent. El Nino is the warming of the Pacific waters above its normal range. The warming in Nino 3 and Nino 3.4 regions of the Pacific Ocean impact the Indian monsoon. However, the conditions in the tropical Indian Ocean are warmer than normal uniformly throughout the basin and therefore ruling out any possibility of positive Indian Ocean Dipole conditions in the monsoon season.
Though the rainfall is likely to be deficient, there is some hope as the storage position in major reservoirs across the country, except in South India, is satisfactory. The available surface water can be used for irrigation.
However, in this critical hour, the Government should step in to mitigate the hardship of the farmers. The farmers need real time weather information in local areas so that they can plan for alternate crops in case of poor rainfall. Adequate power and diesel subsidy should be given to draw water for irrigation. Drip irrigation materials should be sold to farmers at a subsidized cost. De-silting of canals, energizing tubewells, repairing of faulty pumps should be taken up on a war footing. Subsidized seeds should be given to farmers to grow alternate crops. Special attention should be given to the chronic dry areas of the country. Subsidized fodder should be provided for milch animals and poultry, particularly in dry areas. These are some immediate measures to mitigate the hardship of farmers.
The incidences of suicides committed by farmers are on the rise and hence there is a need to reschedule payment of crop loans and providing interest subvention on rescheduled loans for farmers in drought affected areas. Even additional subsidy should be given on premium for crop insurance. If farmers’ income falls, the Government needs to bridge the gap by setting up a Price Stabilization Fund.
Apart from addressing farmers’ immediate problems the government must care to mitigate the problems of the common man. There is ample foodstocks with the Government. Against a buffer norm of about 100 lakh tonne of rice and 170 lakh tonne of wheat, the Government stock is 206.45 lakh tonne of rice and 415.86 lakh tonne of wheat. There should not be any worry for any shortage of staple food. Besides as per the third advanced estimate, foodgrains production in 2013-14 is likely to break earlier records and be at its highest at 264.38 million tonne. This includes coarse cereals, pulses, apart from rice and wheat. Oilseeds output is also estimated at a high of 32.41 million tonne and sugarcane at 348.38 million tonne.
Going by the estimates of availability of food in the country, there should be no reason for panic. The present rising trend in prices of essential commodities is due to the sentiments generated in the market on account of the forecast for a deficient rainfall. The government needs to crack down on futures trading which responsible for generating sentiments for price rise. Hoarders must be booked. All types of storages are controlled by business houses and big traders. Efforts must be made to offload stocks from the storages to control the rising trend in prices. The government should take steps to adequately subsidize petrol, diesel and cooking gas which have telling impact on price inflation.
Poor monsoon can be no excuse for unwarranted price rise. Timely and determined action by the government can hold the price line and mitigate the woos of the farmers.

Bosnia-Hercegovina's maiden appearance at a World Cup finals ended in disappointment as Peter Odemwingie's goal condemned them to a 1-0 defeat by African champions Nigeria in Cuiaba and ensured they could not qualify for the second round.
 

Nigeria's win, their first at a World Cup finals since 1998, leaves them as favourites to join Argentina in the second round.

Argentina are on six points after beating Iran 1-0 earlier on Saturday to leave the Iranians on a point while the Nigerians are on four points.

India to seek expeditious sharing of bank info from Swiss govt
Seeking to expedite information sharing from the European nation, Finance Minister Arun Jaitley on Monday said the government will write to Switzerland seeking details of Indians having unaccounted money in Swiss banks.
The Minister’s remark comes a day after a Swiss government official told PTI that names of certain persons and entities, who have come under scanner of Swiss authorities, is being shared with India. 
Jaitley said his Ministry is yet to receive official communication in this regard. 
“We are today writing ourselves to the Swiss authorities with whom the Ministry has been in touch so that details with regard to whatever information the authorities have can be expedited and the cooperation between the Swiss authorities and the government of India can bring fruitful results. Our communication will be sent today itself,” Jaitley said in New Delhi on Monday. 
He was referring to the issue of Indians allegedly stashing unaccounted money in Swiss banks. 
“News has appeared in various sections of the media quoting Swiss authorities that they are willing to actively cooperate with the government of India in giving details about Indians who hold bank accounts in the Swiss banking system,” he said. 
According to the latest data published by Switzerland’s central bank SNB, Indian money in various Swiss banks rose by 43 percent during 2013 to close to Rs 14,000 crore, including the money held directly by Indian clients and those through fiduciaries or wealth managers.

Dear Friend,
During the Lok Sabha elections, Prime Minister Shri Narendra Modi promised to bring down prices.
 
But instead of fulfilling his promise, one of his first major policy decisions as Prime Minister has been to hike rail fares. His government has increased passenger fares by 14.2%, the highest ever in our history, and freight charges by 6.5%.
 
This move would fuel inflation and is against every promise he made in the election campaign. Higher freight charges will drive up the price of coal which will, in turn, make electricity more expensive.
 
The already high prices of fruits and vegetables will rise even further.
 
The fare hike could not have come at a more inappropriate time. Food prices are already on the rise. Global crude oil prices are increasing because of the conflict in Iraq, which will further push up inflation in India.
 
Shri Modi politicised the issue of inflation and spared no opportunity in attacking evow en the most nominal fare hikes by the UPA government.
 
In March 2012, he opposed the rail fare hike calling it “highly unjustified, since prices of a number of commodities are already ruling at a much higher level than people’s tolerance limits.”
 
He even alleged that the hike was the result of a “communication gap” between the ministries of Railways, Energy, Coal and Environment.
 
Does the same criticism apply to his government as well?

Bail out agriculture through farmer-centric approach, plan for vibrant rural economy

Agriculture in India is ceasing to be a profitable enterprise. The most unfortunate part is the growing distress among the farmers, the giver of country’s food security. The incidences of farmers’ suicides remain high and previous governments had done little to wipe out farmers’ woos.
That the farmers’ distress remains unaddressed is evident from the latest reliable data available on suicides by peasants that shows 13,754 reported cases of suicides in 2012 – 3,786 in Maharashtra, 2,572 in Andhra Pradesh, 1,875 in Karnataka, 1,172 in Madhya Pradesh.
The issue is of the livelihood security of farmers and making agriculture in India a profitable enterprises and to retain youth force in agriculture and rural economy. But it is unfortunate that the policies of the previous governments was designed to pull out people from agriculture and cause migration to cities and create slums in cities.
With a view to boost the livelihood prospects of farmers, the National Commission on Farmers headed by noted agriculture scientist Dr MS Swaminathan had suggested fixation of minimum support prices (MSPs) for crops at a minimum of 50% higher than the weighted average cost of production. But the implementation of this suggestion has been long awaited.

There is an urgent need to restructure the monolithic Food Corporation of India (FCI) to enable purchase of farm produces in different parts of the country. Procurement of farm produces should be done at the level of cluster of villages where farmers can get the full benefit of the MSPs. Storage facilities or grain banks should be set up in the cluster of villages. This structure will be cost effective and enable cheaper transportation of food grains from surplus to nearby deficient areas. FCI should expand its mandate to procure more crops, including some horticulture crops and pulses.

Agriculture in India still remains as a gamble with the monsoon. This year the weathermen have predicted a poor monsoon. If the forecast turns out to be true, it would cause additional hardship to farmers.

The Modi government which has declared its intention to phase out subsidies on fuel, fertilisers should know that this is not in the interests of farmers and agriculture. Adequate power and diesel subsidy should be given to draw water for irrigation. Drip irrigation materials should be sold to farmers at a subsidized cost. De-silting of canals, energizing tubewells, repairing of faulty pumps should be taken up on a war footing. Subsidized seeds should be given to farmers to grow alternate crops. Special attention should be given to the chronic dry areas of the country. Subsidized fodder should be provided for milch animals and poultry, particularly in dry areas. These are some immediate measures to mitigate the hardship of farmers.

With a view to combat droughts and floods in the long run, Modi government has plans to inter-link river basin. According to several experts, this measure may lead to severe consequences including soil salinity. Nearby small links will, however, prove to be beneficial and this had been the traditional practice so far. Large inter-state river links would not only be costly, but also have severe ecological consequences.

Instead of building costly large dams that can cause displacement of people and may have disastrous consequence in the near future leading to submergence, government should encourage small check dams and construction of canals and water harvesting.

Land degradation is taking place at a fast pace. According to a recent estimate, 32 per cent of the total land area ie 105 million hectare is degraded. A report on desertification released by Indian Space Research Organisation (ISRO) in 2007, about 69 per cent of the land in the country is dry.

Government’s plan for soil health cards for all farm plots for assessing land productivity is a step in the right direction. But it should be followed with fast and rigorous implementation for prescribing measures for restoring land productivity. Large tracts of degraded land should be brought back to agriculture. But it is unfortunate that prime farm lands are lost every year as a result of acquisition by corporate houses for setting up their business enterprises and for urbanisation. There is a need to check this trend. Land can be acquired for public purposes like setting up of schools, hospitals, construction of roads and railways.

According to Government “steps will be taken to convert farming into a profitable venture through scientific practices and agro-technology.” But the technology needs to be region specific taking into consideration the agro-climatic conditions. In the name of introducing scientific technology, the government should not allow introduction of genetically modified (GM) crops, particularly GM food crops that have conceived health and environmental risks.

Modi government’s plan to provide urban facilities in rural areas is a welcome step. But instead of encouraging corporate houses to set up rural business enterprises, it would be better if loans and other facilities are extended to the rural unemployed to set up business enterprises like processing units, storages, grading facilities, fertiliser and pesticides distribution units, agri implement manufacturing in rural areas. As an alternative these business units can be set up by local cooperatives.

Finally, if the government intends to wipe out farmers’ woos and revitalise rural economy, its policies and approach should be farmer-centric and not corporate-centric. Like the government has plans for urban economy, it should have vibrant plans for rural economy. We have had enough of urbanisation of the economy. What we need now is ruralisation of economy..

A last gasp equalizer by substitute striker Silvestre Varela helped Portugal stay afloat in the World Cup with a 2-2 draw against the United States while Belgium eked out hard-fought 1-0 win against Russia to enter the last-16 from group H.
Algeria beat South Korea 4-2 in another high-scoring thriller to keep their chances of knock-out qualification alive.Portugal will now need to win big against Ghana in their last group league game while praying that the match between United States and Germany don’t end in a draw, in order to qualify for the Round of 16.
While Germany and the US are on four points, Portugal and Ghana have a point each.
It was Portugal captain Cristiano Ronaldo, who essayed the perfect centre for Varela to head home with just 30 seconds left for the final whistle.
It was one of the most exciting matches where Portugal got the lead as early as fifth minute when Nani capitalized on a defensive blooper from Geoff Cameron.
A faulty clearance landed on Nani’s feet as the Manchester United player slotted home from the close range.
The injury to Postiga and the subsequent introduction of forward Eder did hurt Portugal.
Eder failed to make any impact as he lost a lot of balls in the opposition box much to the dismay of his captain.
In the 54th minute, Valencia’s Ricardo Costa pulled off an incredible goalline save off a Michael Bradley push latching on to an assist from Fabian Johnson.
Portuguese goalkeeper Beto was nowhere near and Bradley couldn’t believe that Costa had pulled off that save.
However Jermaine Jones’ swinging long-ranger from outside the penalty box saw a helpless Beto stranded as it rammed into the net.
Jones received the ball when Nani’s ill-directed feeble clearance came to him.
Skipper Clint Dempsey made it 2-1 in the 81st minute.
Yedlin made a lovely run along the right before cutting it back for Bradley.
His shot was blocked into the feet of Zusi who crossed it for Dempsey.
Dempsey chested it from close range to give US the lead.
It was finally left to Ronaldo to turn provider in order to help Portugal live for another day.
In the first match of the day at the Rio, young substitute Divock Origi made full use of a beautiful pull-back from Chelsea star Eden Hazard in the 88th minute as Belgium beat a gritty Russian team 1-0 making it to the last 16 of the World Cup for the first time since Italia’90.
It was a goal against the run-of-play by the Belgians after Russia dominated the proceedings for the better part of the match.
Forward Alexander Korkorin missed one of the easiest chances in the championship in the 44th minute when he got a free-header with left back Dmitry Kombarov providing a measured cross from the left.
Korkorin did the hard work of evading Vincent Kompany but headed wide off the target when he had Belgian custodian Courtois at his mercy.
For Algeria, it was their best match in World Cup history as they stunned the 2002 semi-finalists South Korea opening up an unbelievable 3-0 lead in the first half itself.
It was their first World Cup victory since their famous 1982 shock win against erstwhile West Germany and was the first time an African side had managed four goals in a single World Cup match.
Islam Slimani, Rafik Halliche and Abdelmoume Djabou were the scorers in the first half.
Son Heung-Min and Koo Ja-Cheol gave Korea some hope in the second half but Yacine Brahimi’s fourth for Algeria kept them in charge.
The result spirited Algeria up to second in Group H behind Belgium, with Russia and the Koreans trailing on one point apiece.

Belgium score goal in last two minutes of the game against Russia and Beligiums enter last sixteen roun.
Both teams Russia and Belgium performance were quite impressive but skill of Belgium prevailed and werEaPost goal. Goalless stalemate continued for both the teams and the chances of converting into goals were missed,till Belgium foundits way. With goal entire stadia  red dressed corrode cheered their players.
Belgium immaculate play did bring glory to their this important match as with this win they are in knockout round.
Russian team too played their best with energy splashing around the stadia.

If you live in the UK, then this week you have a rare opportunity to pressure the British government to do more to help Burma’s persecuted minorities.

On Wednesday morning there will be a debate in the British Parliament entitled: ‘Situation in Burma and the persecution of the Rohingya and other minorities’.
David Ward MP has secured the time for this debate, which will last one and a half hours.

A minister from the Foreign Office will have to come to Parliament to answer MPs’ questions and defend government policy. We need as many MPs as possible to attend the debate and challenge the current government policy on Burma, which prioritises trade instead of human rights.

Can you call your MP and ask them to attend the debate?  It will only take a few minutes, and could make a real difference. We don’t have time for letters or emails, as the advance notice for this debate was so short.

Despite reforms in Burma, ethnic minorities continue to be persecuted. The UN Human Rights expert on Burma has stated there is evidence of crimes against humanity against the Rohingya.

The British government has switched to a very soft policy on Burma, despite ongoing human rights abuses, and the policy isn’t working. The number of political prisoners in Burma has doubled so far this year.

टीकों अब कुछ उपभेदों एचपीवी के खिलाफ उपलब्ध हैं। Gardasil Merck और कं से 4 उपभेदोंजिनमें से 2 कारण गर्भाशय ग्रीवा कैंसर और 2,जननांग मौसा के खिलाफ की रक्षा है। Cervarix, ग्लैक्सो स्मिथ Kline Beecham, से 2 कैंसर कारण एचपीवी उपभेदों के खिलाफ की रक्षा है।एचपीवी उपभेदों कि इन टीकों के खिलाफ कार्य सभी गर्भाशय ग्रीवा कैंसर के बारे में 70% के लिए जिम्मेदार हैंमहिलाओं को जो टीका लगाया गयाहै वजह अभी भी गर्भाशय ग्रीवा कैंसर का जल्दी पता लगाने के लिए पीएपी स्मीयरों से गुजरना चाहिए।
 टीकाकरण के लिए आदर्श समय यौन गतिविधि की दीक्षा से पहले है। यह आमतौर पर करने के लिए लड़कियों के लिए 12-13 साल की उम्र मेंप्रशासित किया जाता हैलेकिन 9-45 साल की उम्र के बीच प्रशासित किया जा सकता है।  जब यौन गतिविधि की दीक्षा के बाद प्रशासितटीका पूर्वनिकल संक्रमण के खिलाफ की रक्षा नहीं करता है।
तीन इंजेक्शन के एक कोर्स के बाद पहली बारक्रमशदूसरे और तीसरे इंजेक्शन एक और छह महीने प्रशासित किया जा रहा हैकी सिफारिश की है.वैक्सीन की लागत लगभग रुपये है. 2500 प्रति खुराक.
एचपीवी ग्रीवा कैंसर के अलावा अन्य कैंसर के लिए जिम्मेदार हैगुदा कैंसर, vulval कैंसर और गले की है कि इस वायरस की उपभेदों के कारण होताहैटीकाकरण भी इन कैंसर का खतरा कम होने की संभावना है.
एचपीवी टीकाकरण ऑस्ट्रेलिया में राष्ट्रीय टीकाकरण कार्यक्रमब्रिटेन और कनाडा का एक हिस्सा हैलड़कियों के अलावाउपर्युक्त के कैंसर के साथही गर्भाशय ग्रीवा के कैंसर को फैलने से रोकने के लिए लड़कों का टीकाकरण भी विचार किया जा रहा है और पहले से ही कुछ देशों के राष्ट्रीयटीकाकरण कार्यक्रम का एक हिस्सा है.
