Sir,
In continuation of my previous letters, this is submit that I have learnt that the documents of ownership and port of registry of most of the currently beached end-of-life ships on Alang beach, Bhavnagar have not been verified as per Hon’ble Supreme Court’s order and Shipbreaking Code 2013, I wish to draw your immediate attention towards the phenomena of fake document factories at work in Alang in particular and shipping industry in general.
I have reliably learnt that officials who have been assigned the task do not have the competence to verify the authenticity of documents. I have officially demonstrated it in the past and the same has officially been acknowledged but no remedial measures have been taken so far. The attached documents provide ample proof of the same.
We now know that the registry of the end-of-life ship Platinum II (formerly Oceanic, Independence) which entered into the Indian waters was falsified. The original sample of the registry document and the fake document attached.
The official registry of Kiribati has stated in writing that the paper filed with Indian authorities is fake. The real registry therefore is US.  The reason this has happened is:-a) they believed they could get away with this.b) they did not want to notifiy and get permission from the US to reflag because it is known that US requires Maritime Administration (MARAD) approval for any reflagging for scrap purposes
It is clear that two laws have been violated-the US Maritime Law and likely Indian Maritime Law. It must be illegal for a ship to be brought into India with a falsified flag and registry.
I submit that the remnants of Platinum II now rests at anchorage off Gopnath point approximately 40 nautical miles from the Alang coast while concerned authorities are yet decide her fate. ‘;Platinum-II'; continued to be anchored off Alang in Gujarat waiting to be dismantled, despite the Centre ordering it on November 9, 2009 to return to its place of origin. ‘;Platinum-II'; was called ‘;SS Oceanic'; and ‘;SS Independence'; before it was declared “dead” by the US naval administration.  The highly-contaminated ship entered Indian waters clandestinely waving a fake flag and using fake papers. The ‘;Platinum-II'; owner lied that the erstwhile warship was registered with Singapore-based Kiribati Ship Registry. The Kiribati Ship registry';s operations manager Mr Liau Siew Leng informed that neither ‘;Platinum-II'; nor its tug ‘;Barracuda-I'; was registered with them.
I submit that instead of complying with the Government of India’s order dated 9.11.2009, the Gujarat Maritime Board (GMB) by letter dated December 1, 2009 has once again created a fait accompli to out-wit the order passed by the Ministry of Environment & Forests, that the ship cannot be refloated and is defined as “wreck”. This was/is a manifest attempt to escape indictment through linguistic corruption which has raised judicial eye brows.
The attached GMB letter addressed to Dr Saroj, Director, Hazardous Substances Management Division, Ministry of Environment & Forests informed that Gujarat Pollution Control Board (GPCB) has so far not submitted any information and opinion in the matter of violation of US Toxics Substances Control Act, which was mentioned in the Environment Ministry';s order. Notably, the dead ship in question is not registered with the Directorate General of Shipping. Instead of admitting dereliction of duty by the GMB and Customs, the letter speculated that US Coast Guard could not have allowed the dead US ship Platinum II (SS Oceanic, SS Independence) to leave US waters. It notes that no intimation from US or Dubai authorities have reached them so far.
Indian law with respect to wreck is laid down in Part XIII of the Merchant Shipping Act, 1958. The Section 2 (58) of Indian Merchant Shipping Act, 1958 defines ‘wreck’ in an inclusive manner so as to take in both ‘goods’ and ‘vessels’. The definition of wreck is vague. The term ‘vessel’, under Section 2 (55) of the Act includes any ship, boat, sailing vessel or other description of vessel used in navigation which has been abandoned without hope or intention of recovery. Thus abandonment is a prerequisite for a vessel to be treated as a wreck. The insistence on total abandonment without even a hope or intention of recovery clearly shows that a stranded vessel or a vessel that is reasonably expected to sink cannot be termed as a Wreck under the Act. This was not the case in the matter of the dead US ship.
The Act after defining Wreck elaborates on norms governing the handling of Wreck in Part XIII which also deals with salvage. Even if it gets proven that the dead US toxic ship is wreck, even then the Act provides that the Central Government may appoint a receiver to receive and take possession of the wreck and to perform such duties as envisaged under Section 391 of the Act. Clearly, GMB is motive in committing a linguistic corruption of defining a floating hazardous waste is to use the lacunae in the Indian law relating to the handling and removal of wrecks that has been permitting the perpetrators of illegality to go scot-free and the public exchequer is burdened with the task of meeting the huge expenses for wreck removal. The owner of the dead US ship must be made liable for his acts of omission and commission.
There were apprehensions expressed about the veracity of the claim that the ship cannot be refloated again and its reference to as wreck was taken with a pinch of salt.
As per the Supreme Court of India, “Before a ship arrives at port, it should have proper consent from the concerned authority or the State Maritime Board, stating that it does not contain any hazardous waste or radioactive substances.” And with regard to hazardous wastes, its orders “Disposal of waste material, viz. oil, cotton, dead cargo of inorganic material like hydrated/solidified elements, thermo- Cole pieces, glass wool, rubber, broken tiles, etc. should be done in a proper manner, utilizing technologies that meet the criteria of an effective destruction efficiency of 99.9 per cent, with no generation of persistent organic pollutants, and complete containment of all gaseous, liquid and solid residues for analysis and, if needed, reprocessing. Such disposed of material should be kept at a specified place earmarked for this purpose. Special care must be taken in the handling of asbestos wastes, and total quantities of such waste should be made known to the concerned authorities. The Gujarat Pollution Control Board should authorize appropriate final disposal of asbestos wastes.”
With regard to international environmental law, the court';s order reads, “At the international level, India should participate in international meetings on shipbreaking at the level of the International Maritime Organization and the Basel Convention’s Technical Working Group with a clear mandate for the decontamination of ships of their hazardous substances such as asbestos, waste oil, gas and PCBs, prior to export to India for breaking.”
Shockingly, in the case of dead US ship Platinum II (SS Oceanic, SS Independence), the above order has not been complied with nor has it been claimed that it has been complied with in the face of clear evidence of the ship being laden with asbestos, PCBs and radioactive material.
I submit that after my complaint standing monitoring committee on ship breaking yards, Union Ministry of Environment & Forests and officials of Hazardous Substances Management Division undertook a site visit and
submitted a report requesting Directorate General of Shipping, Union Ministry of Shipping to develop procedure for scrutiny of ship';s certificates.
The relevant part of the report of the standing committee of Union Ministry of Environment & Forests reads: “The issue regarding the submission of fake certificates by the ship owners/agents came up for discussion. The committee members suggested that since GMB/Customs were not able to verify the authenticity/genuineness of ship’s registry/flag in the fast in respect of some ships referred to them, this task in respect of each ship may be referred to the DG Shipping under the Ministry of Shipping to do such verification henceforth. GMB has reported that they will consult this matter with their senior officers and revert back to MoEF within 7 days.  Subsequently, the GMB officials informed MoEF that the suggestion of the committee is acceptable to them subject to such verification by DG Shipping is done within a period of 2 working days. If no information is received from the DG Shipping within 2 working days, it will be presumed that the certificate submitted is authentic and genuine.” Such callous approach of GMB is quite alarming merits serious attention and probe.
The members of the Standing Monitoring Committee (SMC) on Shipbreaking comprised of (1) Dr. M. Subba Rao, Director, MoEF, (2) Shri B. R. Naidu, Scientist-D and Zonal Officer, CPCB, Vadodara (3) Shri B. D.
Ghosh, Addl. Industrial Adviser, Ministry of Steel, (4) Capt. J. S. Uppal, Principal Officer, Mercantile Marine Department, DG Shipping, (5) Dr. S. R. Tripathi, Asstt. Director, NIOH, and (6) Dr. R. R. Tiwari, Scientist-C, NIOH.
The letter was responded to by Shri D Mehrotra, Deputy Surveyor cum Senior DDG (Tech.), DG Shipping by letter [No.ENG/CCI-24 (1))/2002] dated June 28, 2011 written to Secretary, MoEF. Following which an
Office Memorandum [No.29-3/2009-HSMD], MoEF dated August 29, 2011 seeking strict compliance with the procedure to combat the menace of fake documents in the ship breaking industry. This is required as per
the recommendations of the Hon';ble Court';s order.
I submit that the official procedure is as under:-
1.      Gujarat Maritime Board (GMB) to send details of ship owner and copies of statutory and copies of the statutory certificates to the local Mercantile Marine Department (MMD)
2.      The Principal Officer of the said Mercantile Marine Department (MMD) will verify the authenticity through Equasis website and other available resources and inform GMB with reference to authenticity of
certificates.
3.      In case certificates cannot be verified by MMD, the MMD will forward the same to the Port State Control (PSC) Cell of the Directorate justifying the inability. PSC Cell of the Directorate will take the matter with the concerned Flag Administration and verify authenticity of the certificates and convey the same to the GMB with
copy to GMB.
I submit that a copy of the procedure was sent to Principal Officer of the said Mercantile Marine Department (MMD), Kandla.
I submit that in a notification [F.No. SR-12020/2/2011-MG] issued in the Gazette of India dated April 20, 2012, it is stated, “The Indian Coastguard and Indian Navy may also check and verify the protection and indemnity insurance and the name of Classification Society of the vessel, if considered necessary. If the vessel is not in  possession of a valid protection and indemnity insurance and certificate of class, the matter shall be reported to the Directorate General of Shipping immediately, for appropriate action under the Act.”
I submit that besides this as per an official communication Directorate General of Shipping, Ministry of Shipping [No.-NT(2)/Correspondent/12] dated 06/08/2013 on the subject of Non-IACS Classed old ships proceeding to ship breaking yard stated, “the concerned Coastal State/Ports has the responsibility to protect its coastline against shipping casualties which may/may not cause pollution…”. IACS stands for Indian Association of Classification Societies.
It further provided following safeguards required to be taken prior to the entry of such ship into their ports, or transiting through such ports or ship-breaking yards as the case may be, for the purpose of ship breaking:
1.      Such ships to carry a valid Third Party Insurance cover issued by the IG Club or otherwise (as acceptable to the Directorate of Shipping).
2.      Such ships to have in place valid single voyage permission from the Flag Administration and Certificate of Inspection issued by the authorized Recognized Organization (RO) of the Flag Administration of such ships.
3.      Such ships or ship-breaking yards must carry out risk assessment prior to allowing entry of such ships to its water.
4.      In the event of high risk cases, such ports or ship-breaking yards may approach the Port State Control (PSC) Cell of the D G Shipping or the local Principal Officer of Mercantile Marine Department (MMD) for
their inputs and advice including the conduct of Port State Control/Flag State implementation (FSI) inspection if necessary.
I submit that in the case of another end-of-life toxic ship Platinum II formerly known as the SS Oceanic (and originally, the SS Independence) that arrived in Indian waters for scrapping on 8th October 2009 with papers saying its flag was that of the Republic of Kiribati and that it was owned by Platinum Investment Services of Monrovia, Liberia. I had received official confirmation from the Operations Manager at Kiribati Ship Registry, Mr Liau Siew Leng, that the registration was a forgery. The Kiribati Ministry of Communications, Transport & Tourism Development Office further confirmed the falsified documents. The communication was officially communicated by Kiribati Ministry of Communications, Transport & Tourism Development Office to
the concerned Indian ministries including ministry of environment & forests.
I wish to reiterate that the permission for beaching if it is granted would be in violation of Hon’ble Supreme Court’s order, Shipbreaking Code 2013 and Basel Convention. The real owner of this dead and obsolete ship is Shri Christian Stadil, a noted Danish businessman who preaches a good deal about ethics in business but is apparently involved in unethical act of increasing the toxic burden on Alang’s ecosystem, migrant workers of the Gujarat’s shipbreaking industry and adjoining village communities.
I submit that in violation of the judgment of the Hon’ble court dated October 14, 2003 (reiterated in 2007 and 2012) which calls for prior decontamination of the ship in the country of export, the movement of this Danish ship fails to ensure the fundamental principle of “Prior Informed Consent”. The “reporting” is taking place only after the hazardous waste ship arrives in the importing country’s territory that a competent authority has the right to object and the objection allowed is not to the importation but to the ship recycling plan or ship recycling facility permit.  Thus, India is forced to receive hazardous waste in the form of ships.  The movement of such harmful toxic ships ignores Polluter Pays/Producer Responsibility Principle, Environmental Justice Principle, Waste Prevention/Substitution Principles and Principle of National Self Sufficiency in Waste Management.
I submit that if concerned government authorities in India allow entry to this Danish ship it will tantamount to grant of legal recognition to externalization of the real costs and liabilities of ships at end-of-life by the shipping companies of Europe and other developed countries.
I submit that the ongoing transfer of the end-of-life ships fails to reflect compliance with Basel Convention’s core obligation – minimisation of transboundary movements of hazardous waste, and as such will not prevent hazardous wastes such as asbestos, PCBs, old fuels, and heavy metals from being exported to the poorest communities and most desperate workers in developing countries. It fails to end the fatally flawed method of dismantling ships known as “beaching” where ships are cut open on tidal flats. This is required because on a beach it is impossible to contain oils and toxic contaminants from entering the marine environment; safely use cranes alongside ships to lift heavy cut pieces or to rescue workers; bring emergency equipment to the
workers or the ships and protect the fragile coastal environmental zone from the hazardous wastes on ships. It allows hazardous substances from end-of-life ships to enter India outwitting the motive of the Basel Convention and leaving a toxic legacy for generations to come.
I submit that the movement of this ship under the flag of Bahamas is in violation of UN’s Basel Convention on Transboundary Movement of Hazardous Wastes and Their Disposal to which India is a party. It is also in violation of relevant European law by which it is governed. The letter dated 15 April, 2005 authored by Ms Connie Hedegaard, the then Denmark';s environment minister to her Indian counterpart Shri A Raja about the illegal movement of a 51 year-old asbestos laden ship, Kong Fredrick IX underlines it.
I submit that there is an urgent need to set matters right and undo the damage done by Shri A Raja’s tenure.
I submit that the ship breaking activities are linked to issues of maritime and national security as has been recorded repeatedly in the minutes of the Inter-Ministerial Committee (IMC) on Ship breaking.
I wish to request you to order an inquiry into the fate of Platinum II to set matters right because illegality committed by and its fate has set a very bad and unhealthy precedent for entry of end-of-life ships in Indian waters.
In view of the above, I request you to ensure that entries of end-of-life ships are compliant with obligations under Basel Convention, Hon';ble Court';s order and the Shipbreaking Code.

Turning a complete blind eye to the nation-wide fierce opposition to the ordinance, neither did the government hold any dialogue with people’s movements and affected farmers / labourers groups nor did it pay any attention to the political parties that have opposed this draconian ordinance. With the single-minded agenda of kneeling before the corporates while crores of our citizens are exploited, displaced, disposed and deprived, this government has shown that it simply does not care for the poor and toiling people, for our land, agriculture and nature.
However, we the people’s movements, workers unions, farmer organizations and concerned citizens of this country will not allow this government to take this undemocratic and anti-people move and will intensify our opposition in every nook and corner of the country.
Several people’s movements and farmers union who have come together under the banner of Bhoomi Adhikar Andolan, will burn copies of this ordinance in every village, block, district and state.
In Delhi, we appeal to one and all to gather at Jantar Mantar, New Delhi at 4 pm to burn the copies of the Land Ordinance to mark our protest against this anti-farmer-workers legislation.

State Budgets Snapshot: 2015-16
(Brief summary of the State Budgets: Northern, Central and Eastern States of India)

The state governments have announced their annual Budgets 2015-16making allocations in important areas relating to socio-economic welfare. While Rajasthan has an investment inducing budget making spate of schemes for various sections and infrastructure development, Punjab laid emphasis on MSMEs and skill development. Uttarakhand has presented a welfare oriented and tax free budget while Himachal Pradesh and Haryana have focused on infrastructure development, roads and irrigation. A summary of the state budget highlights under the command area of PHD Chamber of Commerce and Industry is given below:

  1. Bihar

Bihar presented a revenue surplus budget for the state for next fiscal year setting aside sizable funds for education, power and social welfare sectors. The budget 2015-16 has set aside Rs 22,027 crore for education, while Rs 8,436.90 crore for energy sector. The revenue surplus has been pegged at Rs 11,980.95 crore, with estimated receipts at Rs 120914.40 crore and expenditure at Rs 1,20,685.32 crore. The fiscal deficit is likely to be contained at 2.98% of GSDP. For the year 2015-16, maximum funds have been allocated for education sector which is 19.16% of the total expenditure followed by other sectors. The budget has earmarked Rs. 4,1792.0 crore for social welfare schemes. Describing the Bihar’s economic health as robust, the government has proposed to raise the borrowing limit under the FRBM from 3% to 4%. 

2.      Chhattisgarh

Chhattisgarh budget lays an emphasis on youth, infrastructure and industry. Focus on infrastructure, coupled with the newly declared Industrial and IT Policies of the State will boost the investment opportunity in the State. To make domestic trade and industry more competitive, a series of trade- and business-friendly tax incentives in VAT, Central Sales Tax and Entry Tax have been announced. A major highlight of the budget is the introduction of a separate Youth Budget, which brings into sharp focus the public investment schemes that directly relate to the State’s youth. Rs. 6,151 crores has been allocated for youth, which represent 16% of the State Plan outlay.  Total receipt has been estimated at Rs 64935 crore for the FY 2016 and expenditure is pegged at Rs 65013 crore. Fiscal deficit is to be contained at 3%.

3.      Delhi

A Vote of Account is sought rather than presenting a new budget since the new government has been formed a month back only. The total expenditure is proposed at Rs 37,750 crore while total receipts are pegged at Rs 37,169 crore. The Budget estimates are for a period of three months or till the regular budget is passed by the Government. People’s suggestions would be taken into account in formulating the new budget. Maximum focus would be on considering the issues and problems of the general public and providing them with much needed relief on various fronts.

4.      Haryana

As per Budget Estimates, total receipts are projected at Rs 68,985.87 crore, including Rs 52,312.10 crore revenue receipts and Rs 16,673.77 crore capital receipts. The total expenditure (excluding the repayments) under the Budget Estimates 2015-16 is projected at Rs 69,140.29 crore, of which Revenue Expenditure is Rs 61,869.62 crore and Capital Expenditure is Rs 7,270.67 crore. The focus of the budget is mainly on capital expenditure and infrastructure development. A significant priority has been given to skill development and job creation. The emphasis on social sector has been on priority. Removal of VAT on bio-fertilisers has been proposed as bio-fertilizer use needs to be promoted for the sake of environment and soil health. The Budget estimates do not contain any proposal either for imposition of new taxes or any upward revision of existing tax rates.

5.      Himachal Pradesh

Himachal Pradesh presented a deficit budget of Rs 28339 crores with no announcements regarding new taxes. Provisions regarding entry tax on new industries have been changed to attract establishment of industrial houses in the state. New industries would be charged entry tax at the rate of 1% on industrial inputs instead of the existing 2%.  Reduction of VAT on fabrication of bodies of trucks and buses and LED bulbs from 13.75% to 5% has been also announced.  Priority is given to education, roads, irrigation and public health and agriculture. The State Government has proposed Rs. 4,800 Crore Annual Plan for 2015-16, which is Rs. 400 Crore higher from the previous financial year. Rs 27138.22 crore receipts have been estimated against Rs 29539.04 crore as total expenditure. The fiscal deficit for 2015-16 is likely to be Rs. 3,285 Crore.

6.      Jammu and Kashmir

In 2015-16, the total public expenditure is budgeted to be Rs 46,473 crore while the total revenue receipts of the state in 2015-16 are budgeted to be Rs 42,137 crore leaving a resource gap of Rs 4,336 crore. The focus of the budget is on a three-pronged initiative of “government, governance and changes” and on revival of Jammu and Kashmir economy as the budget has discarded old plan and non-plan classification. The entire old classification of the plan and non-plan has been discarded, now with only two categories of expenditure, current and capital. On agricultural front, VAT exemption has been announced on paddy, rice, wheat, pulses, floor, Maida, suji and besan till March 2016.
7.      Jharkhand

Jharkhand government tabled Rs 55,492 Crore annual budget 2015-16. The budget has proposed no new taxes. The budget has allocated 23,356.11 Crore on non-plan component while 32,136.84 Crore has been set aside for plan component of the budget. One lakh employments within next one year is also on the agenda. Stating that no new tax was being announced in the budget, the government would augment revenue collection through royalties earned from coal and iron ore. Reduction of tax from 14% to 5% on plywood, blackboard, flush-door, and laminates is also proposed. At the same time a concession in registration costs for immovable property of women has been proposed. A further 10 percent reduction in tax fee and stamp duty has also been proposed in the budget. Fiscal deficit is to be contained at 2.28%.

8.      Madhya Pradesh

Total Expenditure of Rs 131199.06 crore for the year 2015-16 and appropriation of Rs 142094 crore have been estimated. Targets set under the Madhya Pradesh Fiscal Responsibility and Budget Management Act,2005 are expected to be met. Fiscal deficit is to be maintained at 2.99%, Revenue surplus is estimated at 1% of GSDP while interest payments are estimated at 7.04% of Revenue Receipts. The state has witnessed revenue surplus since FY2004-05 which gives room for government spending. The receipts have been pegged at Rs 114422.89 crore while total expenditure for the FY2016 has been estimated at Rs 108834.92 crore.

9.      Punjab

The commitment of the state government is to put the state economy on the high growth trajectory, the benefits of which will reach all sections of the society. The Budget stresses on education and skill development with maximum budgetary allocation of 40.47% of plan outlay to social services. However, no new fresh taxes have been allowed. The revenue deficit is much higher at Rs 6240.38 crore as against the estimate of Rs 6393.96 crore mainly because of a decline in growth of revenue receipts. The fiscal deficit is targeted at 2.98%. Total receipts for the year have been estimated at Rs 78085.36 crores against the expenditure of Rs 79313.86 crores.


  1.  Rajasthan

The Rajasthan government has proposed an Investment inducing budget. The budget aims for sustainable, inclusive growth with priority sector identification for the state’s economic progress & prosperity. The Budget Estimates show an estimated fiscal deficit of Rs. 20609.75 crores for 2015-16 which is 2.99% of the Gross State Domestic Product. The estimated total revenue receipts have been shown at Rs 111361.66 crore. The estimated tax revenues generated by the State for 2015-16 are Rs. 47096.05 crore against Rs 39786.88 crore in the Revised Estimates for 2014-15, which is higher by 18.37%. Of the total GSDP, 6.84% tax revenues would be generated by the States itself while 10.74% of the total revenue receipts will go towards payment of interests. Mobile phones, two-wheelers and taxi services will cost more while coffee, marble cutting tools and radio sets will be cheaper owing to the hike in Value Added Tax certain items and removal of entry tax on 14 other items. Further, generation of 15 lakhs jobs by the end of 5 years are also on the agenda along with Make in Rajasthan initiative.

11.  Uttarakhand

Uttarakhand reveals tax free budget- welfare oriented budget. A tax-free budget has been announced by the Uttarakhand government this month. Wherein provisions for creation of a welfare fund for statehood activists and for running schemes launched last year for the elderly and the physically challenged among others have been made.  The total expenditure in 2015-16 has been estimated to be Rs 32,693.64 crore, total non-plan expenditure is estimated to be Rs 21,059.15 crore which is 64.41 %of the total expenditure.  Total receipts in 2015-16 are estimated to be Rs 32,310.07 crore. Fiscal defecit stands at 2.63% of GSDP.  Budget estimates show  a surplus in conformity with the FRBM Act. Provisions for the 38th National Games to be held in the state in 2018, ‘Rajya Andolankari Kalyan Kosh’, ‘Mukhya Mantri Vriddha Mahila Poshan Yojana’, ‘Mera Gaon Meri Sadak Yojana’, ‘Mere Bujurg Mere Teerth Yojana’, creation of a corpus fund for villages with a population of more than 500 in the hill districts and 5,000 in plain districts for construction/ reconstruction of drains, roads and water supply lines.                             

  1. Uttar Pradesh

Budget has accorded priority to roads, irrigation and power sectors. Rs. 51,516 crore has been allocated for strengthening and development schemes of energy, irrigation, roads and bridges. Rs. 17,871 crore has been allocated for roads and bridges, Rs. 25,764 crore for the power systems, Rs. 9388.79 crore for new schemes. The growth rate of the state has been inferred to be 5%, which is more than the national growth of 4.7%.  A provision of Rs. 26,231 crore in the budget for Scheduled Tribes, Scheduled Castes, OBC’s, physically challenged and poor people of the general category has been announced which would benefit them directly. Rs. 2,776 crore has been sanctioned for minority welfare and Rs. 300 crore for eight thousand homeless families. Provision for Rs. 250 crore has been made for a new sugar mill of 3500 TCD capacity at Azamgarh, co-generation and ‘Aswaani’ plant in place of the closed cooperative mill at Sathiaon which would uplift the economic status of the cane growers.

Second half of monsoon2014 brought Unprecedented Floods in many regions particularly J&K.
Temples & Churches of minorities representing 17% to 18% population were attacked.
Even when Wholesale Price Index was negative or zero Consumer Price Index was unexpectedly 6% to 8%.
Bank Deposit growth was slowest in decades and Credit Growth to Industry was barely 2%.
Rail Fares were increased and for some unexplained reason no new trains were introduced and no Double Decker trains were ordered to replace Over-Aged Rolling Stock.
BJP suffered worst defeat in latest state elections for Delhi assembly secured just 3 of 70 seats in assembly.
Opinion Polls in India are Politically Loaded. Some direct and precise Questions would have pronounced BJP Government-People Divorce. OP didn’t ask questions regarding ‘Land Acquisition Policy of BJP’ or ‘Compensation to Farmers People Affected by Drought, Floods and Unseasonal Rains’ which are Burning Issues for sometime.

की अभियुक्ता इस महिला के छात्रों और छात्राओं के मध्य रहने से
छात्र-छात्राओं पर गंभीर दुष्परिणाम आने की प्रबल संभावना के मद्देनज़र
आपसे अनुरोध है कि श्रद्धा सक्सेना उर्फ श्रद्धा शुक्ला को तत्काल
निलंबित कर उसके विरुद्ध विभागीय नियमों के तहत अनुशासनात्मक कार्यवाही
आरंभ करने एवं प्रकरण की जाँच किसी सद्चारित्र और ईमानदार अधिकारी से
कराकर इस महिला के विरुद्ध की गयी विभागीय दांडिक कार्यवाही की सूचना

New Delhi, 4th April 2015: French Tennis Federation (FFT), the organizer of The French Open (Roland-Garros) and All India Tennis Association (AITA) find the Indian winners of “Rendez-Vous à Roland-Garros, in Partnership with Longines”, a junior tournament offering wild cards for the 2015 French Open Junior Tournament in Paris. Held at Delhi Gymkhana Club from 1st to 4th April, the top 16 boys and girls gave their heart out to win the tickets to Paris. Rendez-Vous à Roland-Garros is a unique opportunity for Indian players to experience the atmosphere of a Grand Slam and to feel firsthand the unique sensation of playing on Paris’ red clay.
Congratulations to Title Winners!Under-18 male: Basil Khuma beat Alex Solanki 6/3 6/4Under-18 female: Sathwika Sama beat Jennifer Luikham 6/3 6/4The winners of the national stage of the competition have earned tickets to Paris to compete against the other national champions from China and Brazil on May 24th. The playoff matches to win the wild cards for the French Open Junior tournament will be held on the Champ-de-Mars, right in front of the iconic Eiffel Tower. Shanghai, China has hosted the Rendez-Vous à Roland-Garros tournament in March and São Paulo, Brazil will follow in April.
Sathwika Sama & Basil Khuma showed great determination and battled hard for supremacy during final day of the tournament. Basil Khuma, aged 17 from Mizoram, ranked ITF #644 played his level best in the final to beat seeded #2 Alex Solanki (ITF #271). Khuma made his way through a win granting him a ticket to Paris without losing a set the whole week. He said a few minutes after his win “I thank my family for their support, this is the result of all the hard work I’ve put for this tournament. This will be my 3rd time in Paris, and I can’t wait to be there – this tournament is going to give me a lot of confidence and experience. Most Importantly, I would like to thank Roland-Garros for such a great opportunity. I am now looking forward to going to Paris with an open mind to have fun, enjoy tennis and hopefully I’ll get the wild-card“
In the women’s draw, despite being one of the youngest (she is only 15) among other competitors Sathiwka Sama, ranked ITF #327 from Hyderabad, earned her ticket to the final playoff in Paris after an impressive tournament in which she beat both the top seeded players. In the final, Jennifer Luikham, ITF #271 was not able to resist to Sathiwka’s regularity and tennis science. Sathiwka had nevertheless a hard time closing the match with 7 match balls needed to wrap it up. An extremely excited Sathwika said on her victory “Rendez-Vous à Roland-Garros has been a very good tournament for me. I am really happy to beat the top two seeded players. I did not get tense at all after missing the first six match points, I stayed confident and focused on the next points. This is a moment of my lifetime! I’m so excited to go to Paris, I’m going to shop like crazy!”
Junior tennis talents in India dream of winning at Roland-Garros after their senior role model Ramesh Krishnan claimed his junior Grand Slam title in 1979. The host of a local tournament for wild cards into the main draw of the boys’ and girls’ championships of the French Open has now provided a path to realizing their dreams.

Coming of Champions Trophies
For the first time, the French Open Champion Trophies were brought on Indian soil. The two trophies (Musketeers’ cup for men and Suzanne Lenglen’s cup for women) once in the hands of Rafael Nadal, Roger Federer or Serena Williams have been displayed at various locations in Delhi in order to bring Roland-Garros’ tournament closer to the Indian fans and culture. आज देश में वैकल्पिक राजनीति की यात्रा एक चौराहे पर खड़ी है. यह एक निर्णायक घड़ी है वैकल्पिक राजनीति की दशा का मूल्यांकन करने की. यह एक घड़ी है भविष्य की दिशा तय करने की. इसलिए इस यात्रा के कुछ हमसफ़र आंबेडकर जयंती, 14 अप्रैल को मिल-बैठकर एक चर्चा आयोजित कर रहे हैं.
आज से कोई चार बरस पहले हम सबने एक असंभवप्राय सी यात्रा शुरू की थी. जनलोकपाल की मांग को लेकर जंतर-मंतर, रामलीला मैदान और इंडिया गेट से होती हुई यह यात्रा ना जाने कितने पडाओं पर ठहरी, लेकिन रुकी नहीं. इस देश को बदलने का संकल्प लिए इस यात्रा ने हर चुनौती को गले लगाया. हम राजनीति में जीतने के लिए ही नहीं, राजनीति को बदलने के लिए आये. हमने राजनीति में मर्यादा, नीति, संगठन की नयी रीति और नयी राजनीतिक संस्कृति स्थापित करने का बीड़ा उठाया. देश और संगठन के भीतर स्वराज हमारा नारा था, भावी इतिहास हमारा था.
आज यह यात्रा एक बार फिर चौराहे पर खड़ी है. वक़्त है ठिठक के सोचने का, पीछे मुड़के देखने का, आगे की दिशा तय करने का. राजनीति के हमारे अनुभव ने हमें बहुत कुछ सिखाया है. हमने देखा है कि आज भी नयी पीढ़ी में त्याग, बलिदान और आदर्श की कमी नहीं है. देश और दुनिया के कोने-कोने में बैठे हिन्दुस्तानी एक सुन्दर भारत के सपने के लिए आहुति देने के लिए तैयार हैं. हमने देखा है कि पाप और झूठ पर खड़े सत्ता के महल ताश के पत्तों की तरह ढह सकते हैं. हमने देखा है कि इस देश के आम आदमी, आम औरत और अंतिम इंसान नए राजनीति को गले लगाने के लिए आतुर है. हमने देखा है कि इतिहास की धार मोड़ी जा सकती है.
इस सफ़र से हमने कुछ सबक भी सीखे हैं. जहाँ एक ओर हम अपने मंजिल के करीब आये, वहीँ दूसरी ओर हमारे सपने और हकीक़त में फासला बढ़ा भी है. हम चले थे देशव्यापी विकल्प बनने के लिए लेकिन कहीं एक क्षेत्रीय या महानगरीय दायरे में सिमट रहे हैं. एक राजनीतिक आन्दोलन महज एक चुनावी मशीन बनता जा रहा है और वॉलंटियर उस मशीन के पुर्जे. हम राजनीति को बदलें उससे पहले राजनीती हमें बदल रही है. व्यक्तिपूजा, हर कीमत पर सफलता की लालसा, मर्यादा को ताक पर रखने की प्रवृत्ति और येन, केन, प्रकारेण चुनाव जीतना और सत्ता बने रहना – यह सब बीमारियाँ हमसे दूर नहीं है. पिछले कुछ दिनों में तो हमने अपने ही घर के भीतर इन बीमारियों का घिनौना स्वरुप देखा.
हमारे कई हमसफ़र स्तब्ध हैं,क्षुब्ध हैं और चिंतित भी हैं. एक ओर तो आन्दोलन की एकता टूटने का ख़तरा है. दूसरी ओर यह ख़तरा है कि इस आन्दोलन की आत्मा इसकी काया को छोड़ ना जाए.
इतिहास के इस चौराहे पर आज हमें अपनी दिशा चुननी होगी. अगर इसी रास्ते पर चलते रहे तो क्या सब कुछ अपने आप ठीक हो जाएगा या कि हालात बद से बद्तर होते चले जायेंगे?दूसरा रास्ता इसी काफ़िले में बने रहते हुए आंतरिक सुधार का है. लेकिन क्या उसकी गुंज़ाइश बची है? तीसरा रास्ता,राजनीति को छोड़कर गैर-राजनीतिक आन्दोलन और समाजसेवा का है. लेकिन कहीं ये पलायन तो नहीं? चौथा रास्ता,आन्दोलन की आत्मा को याद करते हुए नए सिरे और नए संकल्प के साथ इस यात्रा को बारा शुरू करने का है. लेकिन क्या हममें इसकी हिम्मत बची है? कौन होंगे इस यात्रा के हमसफ़र, कैसा होगा इस यात्रा का नक्शा?
इन सब सवालों पर खुले मन से चर्चा के लिए हमने स्वराज संवाद आयोजित किया है. यह ना तो किसी के पक्ष में लामबंदी है,ना ही किसी के खिलाफ बगावत. हमारा इरादा सच की तलाश करते हुए सर्वोच्च अनुशाषण को प्राप्त करना है,किसी अनुशाषण को तोड़ना नहीं. हाँ सच कहना अगर बगावत है तो समझो हम सब बाग़ी हैं!

Korea bound Indian Shooting Contingent Targets Maximum Quotas for Rio 2016
24 Olympic quota places up for grabs at the International Shooting Sport Federation (ISSF) World Cup (Rifle/Pistol) set to begin in Changwon, Korea

New Delhi, 05 Apr 2015: A 25 member strong Indian shooting contingent is set to compete at the International Shooting Sport Federation (ISSF) World Cup (Rifle/Pistol) event in Changwon, Korea, beginning April 8, with an eye on the 24 Olympic quota places up for grabs. Jitu Rai, had won India her first quota place for the Rio 2016 games, when he finished second in the 50m Free Pistol at the Shooting World Championships held in Granada, Spain last year. Each nation can earn a maximum of 30 quota places in the summer Olympics, two each in all events including the Shotgun events. There will be 14 quota places to vie for in the men’s competition and 10 in the women’s competition. The Indian squad will be competing in all 10 disciplines on show.

Upbeat about the team’s prospects, National Rifle Association of India (NRAI) President, Mr. Raninder Singh said, “This is the year’s first big test for our Rifle and Pistol shooters and the squad is all fit and raring to go. We are confident that all team members will be putting their best foot forward and will continue to bring more glory to the nation, as they have been doing at the global stage for some years now. We wish the squad all the very best and although the competition will be tough, we hope our talented shooters secure the maximum number of Olympic quota places as they possibly can.”

Apart from Jitu Rai, who is ranked in the top 10 of the world in both the 50m Pistol and the 10m Air pistol disciplines, a lot will also be expected from Olympic medalist Gagan Narang, currently ranked 6th in the world in the 50m Rifle Prone as well as Ayonika Paul, currently ranked 7th in the women’s 10m Air Rifle.

The country’s lone individual Olympic Gold medalist Abhinav Bindra, will also be competing in the 10m Air Rifle event and will be carrying the country’s hopes on his shoulders as he must be used to by now. Heena Sidhu, a former world number one and Commonwealth Games as well as World Championships Gold medalist, has been recently showing a pleasant return to form and will also be expected to secure an Olympic berth for her country.

Saluting heroes of World War-I : Also glorify anti-colonial movements abroad

India is celebrating the centenary of World War I with a sense of pride that its soldiers participated in expeditions to defend the British Empire. The call to participate in the war effort was given by no less than freedom fighters like Mahatma Gandhi and Bal Gangadhar Tilak with the hope that the colonial rulers would grant home rule under Dominion Status after success in the war. Gandhi said: “If we would improve our status through the help and cooperation of the British, it is our duty to win their help by standing by them in their hour of need.”
 
While scholars in India and across the world are being encouraged to collect evidences of the participation of Indian forces, little is being done to bring to light the Indian nationalist anti-colonial movement that began in the heart of Europe in the same period. Indian nationalist revolutionary, Virendranath Chattopadhyaya (affectionately called Chatto), led the network of Indian activists scattered across Europe, with Germany as the focal centre for their propaganda against the British Empire. The Indian activists received financial and diplomatic assistance from the then Kaiser-ruled Germany. The reciprocity between these Indian activists and Germany was an arrangement based on a mutual understanding to disturb the British war efforts. The Indian emigrants, therefore, had the chance for mobilizing the anti-colonial struggle.
 
Prime Minister Narendra Modi during his recent visit to Australia signed an agreement to jointly celebrate the centenary of the World War I in which Australian and New Zealand forces jointly fought German forces in the Pacific Ocean. True, we should be proud of our soldiers who valiantly fought the war in defence of the British Empire at the behest of Mahatma Gandhi and Tilak, but we should not ignore the sacrifices of the anti-colonial movement at that time.
 
As per reports, there are ample documents in German and Russian archives that can facilitate for research into the activities of the Indian anti-colonial movement led by Virendranath Chattopadhyaya. The Comintern Archive in Moscow contains a number of personal files of individuals involved in the Indian anti-colonial movement in 1914-18. Prime Minister Modi should take up this issue with Chancellor Angela Merkel when he visits Germany (being scheduled shortly). 
 
Similarly he should take up this with Russian President Putin. Russia has several documents relating to the activities of Netaji Subhas Chandra Bose during World War II.
 
The Modi government should launch a separate project to document the activities of anti-colonial movements of Indians abroad during the two Great Wars.
 
The decision to celebrate the sacrifices of Indian soldiers in World War I was taken by the erstwhile UPA government by launching the India and the Great War Centenary Commemoration Project. External Affairs Minister Sushma Swaraj, while inaugurating the Centenary Commemorative Exhibition of the First World War in New Delhi last Monday, said: “India contributed more soldiers to the war than South Africa, New Zealand, Australia and Canada combined. Some experts have estimated that every sixth soldier that Britain sent out to fight was from the Indian Empire. These brave soldiers fought in alien climate and conditions far away from their homeland.” She noted that about 74,000 Indian soldiers died in war operation. “As many as 74,000 never returned home. For their families the wait never ended”, she said. But despite the death of thousands of Indian soldiers and many being injured in the war, the British failed to live up to their assurances of self-rule under Dominion status.
 
This led to the call for complete independence from British colonial rule. The Montagu-Chelmsford Reforms of 1919 disappointed the Indian people who longed for greater constitutional changes in the direction of self-rule. Repressive laws such as the Rowlatt Act added insult to injury. Worst than non-fulfilment of the demand for self-rule, was the situation of de-mobilisation that left many Indian soldiers jobless. A combination of all these factors led to the call for complete independence.
 
Indian participation in World War I began after Britain declared war on Germany on August 4 ,1914, and continued till the war finally concluded on November 11, 1918. Britain’s former dominions which joined the war, such as Australia, Canada, Newfoundland (merged with Canada in 1949), New Zealand and South Africa – had self-governing status, but their foreign policy and defence were controlled by Britain. After the end of the war, these Dominions were subsequently given more powers. Sentiments across the Dominions led to the enactment of the 1931 Statute of Westminster which recast the British Empire as a Commonwealth of Nations. But India remained a British colony till August 15, 1947.

The weakening of the Ottoman Empire led to the fractured rise of nation-states in Europe, which resulted in the Balkan Wars. It is said that World War I began as the Third Balkan War which transformed itself into a European War on July 28, 1914. It was called the ‘Great War for Civilisation’ but came to be known as World War I after the Second World War. The war began between two opposing alliances – Britain, France and the Russian empire on one side and the Central Powers of Germany and the Austro-Hungarian Empire on the other. Later Italy, Japan and the United States joined the alliance of Britain, France and Russia while the Ottoman Empire and Bulgaria joined the Central Powers of Germany and the Austro-Hungarian Empire.
 
After the end of the war, four major imperial powers – the German, Russian, Austro-Hungarian and Ottoman empires – ceased to exist. The Central Powers were defeated and the map of Europe redrawn with several nations regaining independence and new states created with arbitrarily fixed boundaries to serve the interests of the victors. In Asia and Africa, colonies changed hands and areas of influence were distributed amongst the victors. The United States rose as a world power. The League of Nations, formed to prevent future conflicts such as the World War I, died a natural death once it failed to prevent World War II, which erupted due to rabid European nationalism and the German feeling of humiliation after their defeat in World War I.
 
No detailed account is available as yet on Indian participation in World War I.  Estimates of Indian participation are varying. India’s Ministry of External Affairs and the United Services Institution of India have jointly launched a project to gather details, pertaining to the issue, from various sources.

According to the Commonwealth War Graves Commission, about 1.1 million Indians participated in World War in France and Flanders (Belgium), Mesopotamia (Iraq), Egypt, Persia (Iran) and Palestine (as well as Israel). Smaller Indian contingents were deployed in Aden, East Africa, Gallipoli and Salonika. Indian troops were also deployed in Russia and even in China.

The semi-autonomous princely states in India also sent over 26,000 soldiers to join the war. The Royal Indian Marine transported troops and other war supplies to Egypt, Mesopotamia and East Africa.

According to the Rushbrook Williams Report, there were about 80,000 British army officers and men in India and about 230,000 Indian ranks, both combatants and non-combatants, during the outbreak of the war in 1914. In the war period, British India recruited 800,000 combatants and more than 400,000 non-combatants, raising the total number of Indians in the British army to 1.3 million.  Of these, over 700,000 Indians were deployed in Mesopotamia, over 150,000 in France (including Flanders) and Egypt each, about 100,000 in Gallipoli, Salonika, Aden and the Persian Gulf and more than 50,000 in East Africa and the rest in other places, including India.

Ashok Nath of the University of Stockholm says that in August 1914, the Indian Army mustered a strength of 155,423 regular soldiers and, by the end of the war, the number swelled by 1,440,337. Santanu Das of Kings College, London estimates the total number of Indian soldiers at 1.5 million, including 900,000 combatants and 600,000 non-combatants, who served overseas during the war

According to available records 60,000 Indian soldiers died in the war. The first Indian to die was Naik Laturia, of poison gas from the Germans. He is commemorated at the Menin Gate Memorial in Ypres in Belgium. As per Montagu, 101,439 Indians sustained casualties. Indian soldiers earned over 9,200 decorations for gallantry including 11 Victoria Crosses.
 
Besides, India contributed Rs 4,575,000,000 to the war fund, and also contributed material such as foodgrains, oil, jute, cloth, blankets, iron, steel, timber, railway tracts, bridge materials, engines, vehicles, telegraphic and telephonic equipment, etc.

Both the Great Wars reveal the geopolitics of the times and the same hangover inherently remains today with certain modifications like the fragile integration of European Union, weakening of Britain and France, rise of Asian powers like China, India and economic powers in South-East Asia. This is an aspect students of Indian diplomacy should not ignore. Over and above the Modi government should launch a separate project to document the activities of the anti-colonial movement unleashed by Indians abroad and glorify these heroes.

On International Day of Sport, UN Football Trophy unveiled in Delhi

6 April is observed as the International Day of Sport for Peace and Development.

UN Secretary-General Mr. Ban Ki-moon notes in his message for the Day:  “Sport nurtures society by creating a culture in which fundamental values such as equality, the acceptance of rules, mutual respect and fairness are appreciated.”

To celebrate these values, the UN Information Centre in New Delhi and the National Progressive Schools Conference have announced a UN Trophy that will be won by the best football playing NPSC school team.

China completes three hightech nuclear attack submarines

Chinese shipbuilders have completed three advanced nuclear-propelled submarines that can fire the latest vertically launched anti-ship missiles, local media reported.
Satellite pictures broadcast last week by China Central Television showed three submarines anchored at an unidentified port, China Daily reported. The vessels were reported to be Type-093G submarines just completed by a shipyard and ready to be delivered to the Navy of the People’s Liberation Army.
Type-093G is an advanced version of Type-093, China’s second-generation nuclear-powered attack submarines. Compared to the relatively short 110-m regular variant, the Type-093G has a longer hull to make room for a vertical launch system, the report said.
The launchers are designed to fire YJ-18, the vertically launched version of China’s YJ-12 supersonic anti-ship missile, according to the Navy’s website. The advanced missile can reportedly carry a 300-kilogram warhead to a range over 200 kilometers and is capable of performing maneuvers at speeds of up to Mach 3 just before hitting its target.
The Type-093G submarine also has improved speed and mobility, and reduced noise compared to the regular version, the website said.
PLA’s Navy is believed to have up to six Type-093 submarines currently in service in addition to three older Type-091s. A new Type-095 submarine is currently in development. China also reportedly has four Type-094 ballistic missile submarines carrying JL-1 or JL-2 nuclear missiles.

The state governments have announced their annual Budgets 2015-16 making allocations in important areas relating to socio-economic welfare. While Rajasthan has an investment inducing budget making spate of schemes for various sections and infrastructure development, Punjab laid emphasis on MSMEs and skill development. Uttarakhand has presented a welfare oriented and tax free budget while Himachal Pradesh and Haryana have focused on infrastructure development, roads and irrigation.   1. Bihar

Bihar presented a revenue surplus budget for the state for next fiscal year setting aside sizable funds for education, power and social welfare sectors. The budget 2015-16 has set aside Rs 22,027 crore for education, while Rs 8,436.90 crore for energy sector. The revenue surplus has been pegged at Rs 11,980.95 crore, with estimated receipts at Rs 120914.40 crore and expenditure at Rs 1,20,685.32 crore. The fiscal deficit is likely to be contained at 2.98% of GSDP. For the year 2015-16, maximum funds have been allocated for education sector which is 19.16% of the total expenditure followed by other sectors. The budget has earmarked Rs. 4,1792.0 crore for social welfare schemes. Describing the Bihar’s economic health as robust, the government has proposed to raise the borrowing limit under the FRBM from 3% to 4%. 

2.      Chhattisgarh

Chhattisgarh budget lays an emphasis on youth, infrastructure and industry. Focus on infrastructure, coupled with the newly declared Industrial and IT Policies of the State will boost the investment opportunity in the State. To make domestic trade and industry more competitive, a series of trade- and business-friendly tax incentives in VAT, Central Sales Tax and Entry Tax have been announced. A major highlight of the budget is the introduction of a separate Youth Budget, which brings into sharp focus the public investment schemes that directly relate to the State’s youth. Rs. 6,151 crores has been allocated for youth, which represent 16% of the State Plan outlay.  Total receipt has been estimated at Rs 64935 crore for the FY 2016 and expenditure is pegged at Rs 65013 crore. Fiscal deficit is to be contained at 3%.

3.      Delhi

A Vote of Account is sought rather than presenting a new budget since the new government has been formed a month back only. The total expenditure is proposed at Rs 37,750 crore while total receipts are pegged at Rs 37,169 crore. The Budget estimates are for a period of three months or till the regular budget is passed by the Government. People’s suggestions would be taken into account in formulating the new budget. Maximum focus would be on considering the issues and problems of the general public and providing them with much needed relief on various fronts.

4.      Haryana

As per Budget Estimates, total receipts are projected at Rs 68,985.87 crore, including Rs 52,312.10 crore revenue receipts and Rs 16,673.77 crore capital receipts. The total expenditure (excluding the repayments) under the Budget Estimates 2015-16 is projected at Rs 69,140.29 crore, of which Revenue Expenditure is Rs 61,869.62 crore and Capital Expenditure is Rs 7,270.67 crore. The focus of the budget is mainly on capital expenditure and infrastructure development. A significant priority has been given to skill development and job creation. The emphasis on social sector has been on priority. Removal of VAT on bio-fertilisers has been proposed as bio-fertilizer use needs to be promoted for the sake of environment and soil health. The Budget estimates do not contain any proposal either for imposition of new taxes or any upward revision of existing tax rates.

5.      Himachal Pradesh

Himachal Pradesh presented a deficit budget of Rs 28339 crores with no announcements regarding new taxes. Provisions regarding entry tax on new industries have been changed to attract establishment of industrial houses in the state. New industries would be charged entry tax at the rate of 1% on industrial inputs instead of the existing 2%.  Reduction of VAT on fabrication of bodies of trucks and buses and LED bulbs from 13.75% to 5% has been also announced.  Priority is given to education, roads, irrigation and public health and agriculture. The State Government has proposed Rs. 4,800 Crore Annual Plan for 2015-16, which is Rs. 400 Crore higher from the previous financial year. Rs 27138.22 crore receipts have been estimated against Rs 29539.04 crore as total expenditure. The fiscal deficit for 2015-16 is likely to be Rs. 3,285 Crore.

6.      Jammu and Kashmir

In 2015-16, the total public expenditure is budgeted to be Rs 46,473 crore while the total revenue receipts of the state in 2015-16 are budgeted to be Rs 42,137 crore leaving a resource gap of Rs 4,336 crore. The focus of the budget is on a three-pronged initiative of "government, governance and changes" and on revival of Jammu and Kashmir economy as the budget has discarded old plan and non-plan classification. The entire old classification of the plan and non-plan has been discarded, now with only two categories of expenditure, current and capital. On agricultural front, VAT exemption has been announced on paddy, rice, wheat, pulses, floor, Maida, suji and besan till March 2016.
7.      Jharkhand

Jharkhand government tabled Rs 55,492 Crore annual budget 2015-16. The budget has proposed no new taxes. The budget has allocated 23,356.11 Crore on non-plan component while 32,136.84 Crore has been set aside for plan component of the budget. One lakh employments within next one year is also on the agenda. Stating that no new tax was being announced in the budget, the government would augment revenue collection through royalties earned from coal and iron ore. Reduction of tax from 14% to 5% on plywood, blackboard, flush-door, and laminates is also proposed. At the same time a concession in registration costs for immovable property of women has been proposed. A further 10 percent reduction in tax fee and stamp duty has also been proposed in the budget. Fiscal deficit is to be contained at 2.28%.

8.      Madhya Pradesh

Total Expenditure of Rs 131199.06 crore for the year 2015-16 and appropriation of Rs 142094 crore have been estimated. Targets set under the Madhya Pradesh Fiscal Responsibility and Budget Management Act,2005 are expected to be met. Fiscal deficit is to be maintained at 2.99%, Revenue surplus is estimated at 1% of GSDP while interest payments are estimated at 7.04% of Revenue Receipts. The state has witnessed revenue surplus since FY2004-05 which gives room for government spending. The receipts have been pegged at Rs 114422.89 crore while total expenditure for the FY2016 has been estimated at Rs 108834.92 crore.

9.      Punjab

The commitment of the state government is to put the state economy on the high growth trajectory, the benefits of which will reach all sections of the society. The Budget stresses on education and skill development with maximum budgetary allocation of 40.47% of plan outlay to social services. However, no new fresh taxes have been allowed. The revenue deficit is much higher at Rs 6240.38 crore as against the estimate of Rs 6393.96 crore mainly because of a decline in growth of revenue receipts. The fiscal deficit is targeted at 2.98%. Total receipts for the year have been estimated at Rs 78085.36 crores against the expenditure of Rs 79313.86 crores.


  1.  Rajasthan

The Rajasthan government has proposed an Investment inducing budget. The budget aims for sustainable, inclusive growth with priority sector identification for the state’s economic progress & prosperity. The Budget Estimates show an estimated fiscal deficit of Rs. 20609.75 crores for 2015-16 which is 2.99% of the Gross State Domestic Product. The estimated total revenue receipts have been shown at Rs 111361.66 crore. The estimated tax revenues generated by the State for 2015-16 are Rs. 47096.05 crore against Rs 39786.88 crore in the Revised Estimates for 2014-15, which is higher by 18.37%. Of the total GSDP, 6.84% tax revenues would be generated by the States itself while 10.74% of the total revenue receipts will go towards payment of interests. Mobile phones, two-wheelers and taxi services will cost more while coffee, marble cutting tools and radio sets will be cheaper owing to the hike in Value Added Tax certain items and removal of entry tax on 14 other items. Further, generation of 15 lakhs jobs by the end of 5 years are also on the agenda along with Make in Rajasthan initiative.

11.  Uttarakhand

Uttarakhand reveals tax free budget- welfare oriented budget. A tax-free budget has been announced by the Uttarakhand government this month. Wherein provisions for creation of a welfare fund for statehood activists and for running schemes launched last year for the elderly and the physically challenged among others have been made.  The total expenditure in 2015-16 has been estimated to be Rs 32,693.64 crore, total non-plan expenditure is estimated to be Rs 21,059.15 crore which is 64.41 %of the total expenditure.  Total receipts in 2015-16 are estimated to be Rs 32,310.07 crore. Fiscal defecit stands at 2.63% of GSDP.  Budget estimates show  a surplus in conformity with the FRBM Act. Provisions for the 38th National Games to be held in the state in 2018, 'Rajya Andolankari Kalyan Kosh', 'Mukhya Mantri Vriddha Mahila Poshan Yojana', 'Mera Gaon Meri Sadak Yojana', 'Mere Bujurg Mere Teerth Yojana', creation of a corpus fund for villages with a population of more than 500 in the hill districts and 5,000 in plain districts for construction/ reconstruction of drains, roads and water supply lines.                             

  1. Uttar Pradesh

Budget has accorded priority to roads, irrigation and power sectors. Rs. 51,516 crore has been allocated for strengthening and development schemes of energy, irrigation, roads and bridges. Rs. 17,871 crore has been allocated for roads and bridges, Rs. 25,764 crore for the power systems, Rs. 9388.79 crore for new schemes. The growth rate of the state has been inferred to be 5%, which is more than the national growth of 4.7%.  A provision of Rs. 26,231 crore in the budget for Scheduled Tribes, Scheduled Castes, OBC's, physically challenged and poor people of the general category has been announced which would benefit them directly. Rs. 2,776 crore has been sanctioned for minority welfare and Rs. 300 crore for eight thousand homeless families. Provision for Rs. 250 crore has been made for a new sugar mill of 3500 TCD capacity at Azamgarh, co-generation and 'Aswaani' plant in place of the closed cooperative mill at Sathiaon which would uplift the economic status of the cane growers.

‘Dharam Sankat Mein’ !

The star cast of ‘Dharam Sankat Mein’,  Annu kapoor & Paresh Rawal were at Le Meridien on 6th April, 2015, Monday, to promote their upcoming comical satire. Directed by fuwad khan and produced by Sajjad Chunawala under the banners Viacom 18 Motion Pictures and Trigno media, ‘Dharam Sankat Mein’ is a remake of 2010 British comedy film ‘The Infidel’ and also star ‘Naseeruddin Shah’. The story revolves around a character named ‘Dharam Pal’, played by ‘Paresh Rawal’ who faces the dilemma of choosing between 2 religions and goes through identity crises when he discovers that what he believed himself to be was actually born to a Muslim family.

On being asked what message does this film conveys, Annu kapoor said “We are sure that you’ll learn something from this film and the message it gives is of the ‘humanity’ and that of all religions humanity is the biggest religion.”

On being asked if he was playing three roles in this movie and if comedy was the right genre to express the diversity of different religions and cultures, Paresh Rawal clarified by saying that “Firstly, I am playing just one role and not three. Secondly, when we communicate through a movie in a comic way even when it carries a social/moral message, it is better accepted and absorbed by the audience.”

The film having the stalwarts of the industry is believed to deliver a good message through a rib tickling story and will hit the theatres on 10th April, 2015.

The focus on the land acquisition issue during the recently-concluded National Executive conclave at Bengaluru is most welcome. Even more reassuring is the recognition by the BJP’s top brass that it is faced with a quintessential political issue, which requires large-scale public mobilisation in its support. So, kudos to Prime Minister Narendra Modi for effectively calling the UPA’s bluff and taking the fight directly to the farmers.
It is not merely landownership but the much bigger question of modernisation of Indian agriculture at stake. Modi did well to point to the miserable living conditions of the large majority of our farmers, rising debt and suicides. His call to take the message directly to the farmers, 90% of whom are not affected by the Land Acquisition, Rehabilitation and Resettlement (Larr) Bill or its amendments, in any way is well directed.
A survey of 5,480 farmers conducted in late 2013 by the Centre for Studies of Developing Societies (CSDS) showed that 62% farmers were willing to leave farming if they found an alternate job; 37% did not want their children to continue with farming; nearly half of the surveyed farmers believed their conditions were bad; and 22% have actually begun to dislike farming because of agriculture not being a viable occupation any longer. This is amply reflected in the average outstanding debt of Rs 47,000 per farmer household, which tragically results in farmers’ suicides during the smallest crisis.
As many as 59% of rural households do not own any land. Another 28% have land holdings of less than 0.5 hectares. Therefore, 87% of the rural population is desperate to end their dependence on agriculture. Only 0.5% of India’s farmers have land holdings larger than 10 hectares and in the vicinity of urban centres. They are the only ones who could be adversely affected by the proposed amendments to Larr.
Land acquisition is an issue that affects less than 10% of the farmers’ households. Also, Indian agriculture in its present state is simply not an economically viable occupation for the vast majority (nearly 85%) of the rural population. Modi should not flinch from his clearly expressed resolve to take the battle to the Congress and its allies. He should see this as probably the most important political struggle in post-independence India to wean the peasantry away from a backward and unviable agriculture and connect farmers with the dynamic modern Indian economy.
This will be a tough battle, but one that must be won for saving the vast majority of our farmers from a life of penury and deprivation. But first, the BJP will have to take the necessary steps to build the required trust between the farming community and the party, which is perceived widely as an urban, traders’ and businessmen’s party.
The trust will be built by convincing farmers that rapid development and modernisation of agriculture is the only way forward to end the continuing dualism between Bharat and India. It is up to the BJP and its allies to articulate this development urge in the Indian countryside and use it to mobilise poor farmers in support of proposed amendments. Indian farmers want to be treated as partners, not as policy objects.
Four additional steps are required. One, farmers have to be convinced that infrastructure development that needs large tracts of land will directly benefit them. Two, compensation being offered, together with the promise of employment for those whose livelihood is affected, must be — and must be seen as — a good deal.
Three, district administrators should be asked to draw up in the shortest time possible an inventory of land holdings by the government, its associated agencies and public sector units in their districts. This would help in convincing farmers that government will actively discourage land-grabbing by using available land for new projects.
Finally, land in the vicinity of urban agglomerations should be opened for multiple uses, in contrast to the current practice of project-specific change in land use. This will also eliminate the rampant corruption, inherent in the extant system. It will also drive up the price of all land to its marketdetermined levels in a most transparent manner and ensure that no acquisition can take place at lower than market rates.
It will also disprove those who assert that the present compensation package under Larr does not inordinately raise the prices of land. Aland market must emerge in India. This is a necessary condition for agriculture modernisation.

    Abstract 


    Climate change has been described as ‘the new great threat to biodiversity’ and ‘the most significant environmental challenge of our time’. The key legal texts underpinning the international climate change regime, the United Nations Framework Convention on Climate Change and the Kyoto Protocol, are recognised as important milestones in the development of international environmental law (IEL). These texts have significantly enriched the corpus of general IEL rules and principles through their further elaboration of, inter alia, the precautionary principle and the principle of common but differentiated responsibilities and through the development of innovative flexibility mechanisms for their implementation (‘endogenous climate change responses’). There has also been significant activity outside the climate regime to address the impacts of climate change, and of climate change mitigation and adaptation responses, on the global environment (‘exogenous climate change responses’).

    Yet the apparent disconnect between widespread acknowledgement of the severity of the problem and the failure of the climate change regime to address it has been characterized as a failure of IEL itself. Indeed, some even question whether IEL ‘can deal with the big issues’ while others dispute the (exclusive) framing of climate change as a problem of and for IEL or caution that ‘the vision of a single climate change regime runs the risk of seriously exacerbating the existing fragmentary tendencies of international law’. This lecture reflects upon these different – even competing - framings of the international legal responses to climate change, and their implications for international law, principles and processes within and beyond the climate regime.  Such reflection is timely as we are once again faced with ‘make or break’ negotiations within the climate change regime. 


     

    Speaker's Biography

     
    Catherine Redgwell is Chichele Professor of Public International Law and fellow of All Souls College, and Co-Director of the Oxford Geoengineering Programme of the Oxford Martin School. She is currently visiting the Centre for Policy Research, New Delhi, as a CPR Climate Initiative Visiting Fellow.      

    Her research interests fall broadly within the public international field, including international energy law and international environmental law. She has co-authored two leading texts on international environmental law, Birnie, Boyle and Redgwell, International Law & the Environment (OUP, 3rd edn, 2009) and Bowman, Davies and Redgwell, Lyster’s International Wildlife Law (CUP, 2nd edn, 2010). In the energy field she has published widely including as co-editor and contributing author on international energy law in Energy Law in Europe (OUP, 3rd edn, forthcoming 2015). She is currently co-investigator in a cross-institutional two year (2012-2014) research project on Climate Geoengineering Governance (CGG) funded by the ESRC and AHRC, led from the Oxford Institute for Science, Innovation and Society.

    Catherine’s current affiliations include membership of the Academic Advisory Group of the Section on Energy, Environment, Natural Resources and Infrastructure Law of the International Bar Association, the Council of the British Branch of the International Law Association, and of the Public International Law Advisory Board of the British Institute of International and Comparative Law.

    Before (re)joining the Oxford Faculty, she held the chair in Public International Law at University College London (2004-2013), having previously held the position of Reader in Public International Law and Yamani Fellow at St Peter’s College (1999-2003). She has also previously held positions at the Universities of Nottingham and Manchester.

  5. प्रशांत भूषण ने अरविन्द केजरीवाल को एक खुला पात्र लिखा था जोकि अंग्रेज़ी में था. कईयों ने मांग करी थी कि इसका हिंदी अनुवाद भी आपसे साझा किया जाए.आपकी मांग को पूरा करते हुए प्रशांत भूषण की चिट्ठी ( हिंदी में ) :
    "प्रिय अरविंद,
    28 मार्च को आयोजित राष्ट्रीय परिषद की सभा मे, आपने अपने संयोजकीय भाषण में पार्टी की स्थिति के आंकलन और उसकी भावी गतिविधियां क्या होगी, इस पर कुछ बोलने के बजाय, सीधा योगेन्द्र यादव, मेरे बिज़ुर्ग पिता और मुझ पर अनेक तरह के सरासर झूठे और भड़काऊ आरोप लगाते हुए आक्रमण किया! आपके इस तरह के उग्र भाषण ने दिल्ली के कई विधायकों को (जो राष्ट्रीय परिषद के सदस्य भी नहीं थे) हमारे खिलाफ़ चीख-चीख कर आहत करने वाले आपत्तिजनक शब्द -‘गद्दारो को बाहर फेको’ और नारे बोलने के लिए उत्तेजित किया ! परिषद की वो भीड़ उस समय इतनी खूँखार और उग्र थी कि जब वे सब मेरे पिता शांति भूषण जी की ओर लपके तो, उन्हें लगा कि आज वे यहाँ से ज़िंदा वापिस नहीं जायेगे !
    आपने जो हम पर आरोप मढे, उनका उत्तर भी हमें देने का मौका आपने नहीं दिया ! आपके भाषण के तुरंत बाद विधायको की चीख–पुकार के बीच, मनीष जी ने बिना किसी अध्यक्षता के और उपस्थित लोगो की अनुमति लिए बिना, हमारे ‘हटाये’ जाने के प्रस्ताव को अविलम्ब जल्दी-जल्दी पढ़ डाला और उसके बाद बिना किसी चर्चा के उन्होंने लोगों से हाथ उठाकर पक्ष और विपक्ष में अपना मत देने के लिए कहा ! जिसका नतीजा ये हुआ कि इस असम्वैधानिक ढंग से हासिल किए गए परिणाम को जान कर, हमें वहाँ से उठ कर बाहर जाना पड़ा क्योंकि वहाँ एक अच्छा खासा तमाशा खडा हो गया था !
    यह सारी हलचल साफ-साफ़ कई कारणों से, पहले से बना बनाया एक नाटक जैसी थी - क्योंकि राष्ट्रीय परिषद के अनेक सदस्यों को निमंत्रित ही नहीं किया गया था,बल्कि उन्हें बैठक में आने की अनुमति ही नहीं दी गई थी ! सभा-गृह में आधे से अधिक लोग ऐसे थे, जो राष्ट्रीय परिषद के सदस्य ही नहीं थे, जो उपस्थित थे उनमें - विधायक, चार प्रान्तों के जिला और राज्य संयोजक, स्वयमसेवक और फसादी तत्व थे ! इसके अलावा समूची कार्यवाही अनुशासन रहित थी, क्योंकि वहाँ मौजूद खौफनाक एवं शरारती तत्वों के अलावा, कार्यवाही का वीडियों बनाए जाने की मनाही थी, यहाँ तक के, पार्टी के ‘लोकपाल’ तक को उस सभा में प्रवेश की अनुमति नही थी !
    अट्ठाईस तारीख़ के बाद जो घटा, वह नाटक उस स्तर तक पहुँच गया कि यह साफ़ नज़र आने लगा था कि पार्टी के अधिनायक (Dictator) द्वारा स्टालिन की ‘सफाया’ नीति को अपनाया जा रहा था ! पार्टी के लोकपाल को, जो भेद-भाव की नीति से मुक्त एक अतिमहत्वपूर्ण और ऊंचे कद का अधिकारी माना जाता है, उसे भी असम्वैधानिक तरीके से सिर्फ़ इस कारण से हटा दिया गया क्योंकि उसने राष्ट्रीय परिषद की सभा में आना चाहा था और जो सम्यक रूप से न्यायप्रियता का हिमायतीथा ! उसके अलावा बड़े ही असम्वैधानिक ढंग से राष्ट्रीय कार्यकारिणी के सदस्य भी निलंबित कर दिए गए क्योंकि उन्होंने राष्ट्रीय परिषद की सभा में होने वाली गुंडागर्दी के बाद, हमारे द्वारा बुलाए गए संवाददाता सम्मेलन में भाग लिया था !
    तदनंतर, आपने राष्ट्रीय परिषद की बैठक में दिए गए अपने भाषण की चतुरता से काट छांट करके उसका प्रसारण करवाया, जिसमे हमारे खिलाफ़ अनेक झूठे आरोप भरे हुए थे ! उस वीडियों मे से उस बैठक मे भीड़ के द्वारा की गई गुंडागर्दी के अंश भी आपने निकलवा दिए थे !अतेव इन सब हालात से आहत होकर मैं आपको यह खुला पत्र लिखने के लिए बाध्य हूँ !
    मैं आपके द्वारा लगाये गए आरोपों का जवाब देकर सबके सामने अपनी स्थिति स्पष्ट करना चाहता हूँ और इसके लिए मुझे उन पिछली घटनाओं का उल्लेख करना होगा जहाँ से मेरा आपसे गम्भीर मत-वैभिन्य शुरू हुआ था ! अगर आपको याद हो, मेरा मत-वैभिन्य लोक-सभा चुनावो के बाद तब से शुरू हुआ, जब एक के बाद एक मनमुटाव की घटनाएं घटी, जिनसे आपके व्यक्तित्व और चरित्र की दो अहम खामियां सामने आई ! पहला कारण, राजनीतिक क्रियान्वयन समिति (पी.ए.सी.) और राष्ट्रीय कार्यकारिणी समिति का बहुमत आपके निर्णय के विरुद्ध होने पर भी, आप अपना निर्णय किसी भी कीमत पर पार्टी पे थोपना चाहते थे ! उसमे आपके वे निर्णय भी शामिल थे, जो नि:संदेह जनहित के और पार्टी के - दोनों के लिए बहुत नुकसानदायक सिद्ध होते ! इसके बाद, दूसरा बड़ा कारण ये था कि आप अपना मतलब साधने के लिए बहुत अधिक अनैतिक और किसी हद तक आपराधिक तरीके अपनाना चाहते थे !
    लोक-सभा चुनावो के बाद आपको लगा कि पार्टी खत्म हो गई और अब तभी उठ खडी हो सकती है, जब हम फिर से दिल्ली में सरकार बनाने में कामयाब होए ! इसलिए चुनावो के तुरंत बाद आपने कांग्रेस पार्टी के समर्थन से दिल्ली में सरकार बनाने के लक्ष्य से कांग्रेस पार्टी से बातचीत शुरू कर दी ! जब यह बात बाहर निकली तो बहुत बड़ी संख्या में ‘आम आदमी पार्टी’ के महत्वपूर्ण सदस्य - पृथ्वी रेड्डी, मयंक गांधी और अंजलि दामानिया ने मुझसे बात की और कहा कि अरविन्द जी की कांग्रेस से समर्थन वाली सोच’ बहुत खतरनाक साबित होगी और यदि ऐसा हुआ तो वे पार्टी छोड़ देगें ! उस समय मैं शिमला में था ! मैंने आपसे फोन पर समझाते हुए बात करी कि इस मामले में आपको तब तक कोई कदम नहीं उठाना चाहिए जब तक कि राजनीतिक क्रियान्वयन समिति (पी.ए.सी.) की बैठक मे इस पर गंभीरता से विचार न कर लिया जाए !
    मैं शिमला से तुरंत वापिस आ गया और हमने आपके घर पर राजनीतिक क्रियान्वयन समिति (पी.ए.सी.) की बैठक की ! उस बैठक में अधिकतम सदस्य संख्या - 5:4 –ने यह कहा कि हमें कांगेस के समर्थन से सरकार नही बनानी चाहिए ! मैंने इस बात की ओर भी आपका विशेष ध्यान आकृष्ट किया कि ऐसा करने से हम ‘अवसरवादी’ लगेगे और वैसे भी जनता के सामने दिए गए अपने वक्तव्य को बदलने की तुक भी नहीं है ! मैंने यह भी कहा कि इस तरह की साझा सरकार अधिक समय तक चलने वाली नहीं, क्योंकि कांग्रेस जल्द ही आपना ‘हाथ’ खींच लेगी, तथा ऐसा होने पर हमें अपनी पार्टी को फिर से खड़ा करना और भी अधिक कठिन होगा !
    इसके उपरांत, बहुमत के निर्णय पर अटल रहने के बजाए आपने कहा कि भले ही बहुमत का निर्णय आपकी सोच से अलग हो लेकिन अंतिम निर्णय लेने का अधिकार आपको ही है और आप कांग्रेस का समर्थन लेगें ! इस बिंदु पर मेरी आपसे अच्छी-खासी जुबानी बहस हुई थी ! मैंने स्पष्ट कहा कि पार्टी इस तरीके से नहीं चल सकती, प्रजातांत्रिक ढंग से चलानी होगी, और यह तय हुआ किराष्ट्रीय कार्यकारिणी समिति, जिसमे सदस्य काफी संख्या में है, उसमे इस विषय को उठाया जाए ! परिणामस्वरूप, इस बारे में सदस्यों को ई-मेल द्वारा सूचित किया गया और सदस्यों को अगले दिन इस बारे में अपना मतदान करना था ! अगले दिन सदस्यों ने एक बार फिर बहुमत से इस निर्णय का विरोध किया ! इस पर आपके द्वारा दिल्ली के उपराज्यपाल को चुपचाप खत भेजा गया जिसमें सदन को अगले एक सप्ताह तक भंग न करने का निवेदन किया गया ! क्योंकि दिल्ली की सरकार बनाने के संदर्भ में ‘आप’ पार्टी जनता से राय-मशविरा करना चाहती है !
    जैसे ही इस पत्र का खुलासा हुआ, कांग्रेस ने ‘आप’ को समर्थन देने से साफ़ मना कर दिया और आप अपना सा मुँह लिए रह गए ! फलत: आपको पीछे कदम हटाना पड़ा और आपको अपने सदस्यों से माफी भी माँगनी पड़ी ! इस सबके बावजूद भी कांग्रेस के समर्थन से सरकार बनाने और कांग्रेस से अलग हुए विधायको का भी समर्थन लेने का काम जारी रहा जिसका खुलासा राजेश गर्ग के ‘स्टिंग टेप’ से हुआ कि आप किस तरह कांग्रेस के उन टूटे हुए विधायकों को साथ लेकर सरकार बनाना चाहते थे जिनके लिए आपने खुद इस तरह की बात कही थी कि भा.ज.पा. ने उन्हें ४ -४ करोड में खरीदा है ! आश्चर्य है कि आप कैसे इस तरह के लोगो के साथ सरकार बनाने की बात सोच भी सके? और यह सब सदन भंग होने तक नवंबर के अंत तक चलता रहा ! नवम्बर में आपने निखिल डे को बुलाया और कहा कि वे राहुल गांधी से कांग्रेस पार्टी द्वारा हमें समर्थन दिए जाने की बाबत बात करें ! लेकिन उन्होंने कहा कि वे इस सम्बन्ध में राहुल गांधी से कोई बात नहीं कर सकते! क्या आप इनमें से किसी भी तथ्य को नकार सकते हैं? ये सब यह दर्शाता है कि आप किसी भी कीमत पर अपनी पार्टी के लोकतांत्रिक नियमों को तोडते हुए, बहुमत के विरुद्ध जाकर और उन विधायको का, जिन्हें आपने खुद भ्रष्ट करार दिया था -अनैतिक रूप से समर्थन प्राप्त करके, ‘सत्ता’ हासिल करने के लिए कितने आतुर थे !!!
    उसके बाद साम्प्रदायिकता भड़काने वाले पोस्टरों का मामला उठा ! आपके निर्देश के तहत दिलीप पांडे द्वारा दिल्ली के मुस्लिम बहुल इलाके में एक ऐसा पोस्टर लगाया गया, जिसमे कांग्रेस के मुस्लिम विधायक अपने धर्म के साथ विश्वासघात करते दिखाये गए और जिसके कारण दिलीप पांडे को पुलिस ने गिरफ्तार कर लिया ! उस वक्त पार्टी ने अमानतुल्लाह खान के द्वारा पुलिस को यह लिखते हुए पत्र भिजवाया कि वह पोस्टर उसके द्वारा बनवाया गया था, न कि पार्टी के द्वारा ! उस समय आपने ट्वीट किया था कि पुलिस दिलीप पांडे को गिरफ्तार क्यों कर रही है, जबकि पुलिस को अमानतुल्लाह खान को गिरफ्तार करना चाहिए ! इसके बाद एक सप्ताह के अंदर अमानतुल्लाह खान ओखला निर्वाचन क्षेत्र का प्रभारी बना दिया गया और उसे टिकिट देने का वायदा भी किया और अंत में उसे टिकिट दिया भी गया ! क्या ये सब तरीके अनैतिक नहीं हैं ?
    इसके उपरांत ‘अवाम’ यानी ‘आम आदमी वौलेंटियर एक्शन मंच’ वाली ‘दुर्घटना सामने आई ! यह वो समूह था जिसका संगठन स्वयं सेवको की आवाज़ की सुनवाई के लिए हुआ था ! क्योंकि स्वयं सेवको में इस भावना के चलते कि उन्हें गुलामों की तरह इस्तेमाल किया जा रहा है, विद्रोह भडक जाने का अंदेशा आपको नज़र आने लगा था और आप इस उनकी इस सोच को कुचल देना चाहते थे ! सो आपने एक ‘खेल’ खेला ! आपने ‘अवाम’ संगठन के नाम एक छद्म एस.एम.एस भिजवाया कि ‘आप’ के स्वयं सेवक भा.ज.पा. से जुड जाए, जिससे यह लगे की ‘अवाम’ संगठन भा.ज.पा का एजेंट बन गया है ! जबकि वो एस.एम.एस पार्टी द्वारा ही गढ कर ‘फर्जी अवाम’ नाम से भेजा गया था ! इस छल-कपट नीति के तहत आपने गूगल हैन्गाउट पे घोषित किया ‘अवाम’ संगठन के लोग विश्वासघाती हो गए हैं जिसका प्रमाण वह एस.एम.एस है ! इसके चलते करन सिंह, जो ‘अवाम’ का नेता था उसे निलंबित करके पार्टी से निकाल दिया गया ! उसने ‘राष्ट्रीय अनुशासन समिति’ जिसका प्रभारी अधिकारी मैं था, वहाँ दरख्वास्त करते हुए बताया कि ‘वह एस.एम.एस. उसके द्वारा नहीं भेजा गया और इस मामले की अच्छी तरह जाँच की जाए! ‘ तब मैंने आपसे, दिलीप पांडे व अन्य कुछ लोगो से जाँच-पड़ताल की बात कही, लेकिन आपने दृढतापूर्वक मना कर दिया ! अंत में करन सिंह को पुलिस में एफ.आई.आर दर्ज़ करनी पड़ी, पुलिस ने मामले की बारीकी से छान-बीन की तो पाया कि पार्टी के ‘दिलीप चौधरी’ नाम के एक स्वयं-सेवक ने ‘फर्जी अवाम’ नाम से वह एस.एम.एस. भेजा था न कि वास्तविक ‘अवाम’ संगठन ने ! अरविंद जी आपको मालूम होना चाहिए कि किसी को बदनाम करने के लिए, इस तरह के छद्म नाम से हरकते करने वाला संगठन हो अथवा व्यक्ति - गंभीर दंडनीय अपराध का भागी होता है ! यह एक खेद का विषय कि दुर्भाग्य से युवा स्वयंसेवको को आपके मार्गदर्शन में इस तरह की छल-कपटपूर्ण बाते सिखाई जाती हैं कि इस तरह के गलत और फरेबी तरीके अपनाना राजनीति मे जायज़ है और इन्ही के बल पर राजनीति में पसरी ‘बड़ी बुराई’ को परास्त किया जा सकता है !
    इसके बाद यह मुद्दा उठा कि महाराष्ट्र और हरियाणा में विधान-सभा चुनाव कराये जाने चाहिए कि नहीं ? इस पर फिर से राष्ट्रीय कार्यकारिणी समिति में इ-मेल द्वारा प्रस्ताव रखा गया और 15 -4 के अनुपात से यह बहुमत सामने आया कि पार्टी के ‘स्वराज’ के सिद्धांत के तहत चुनाव का मामला प्रांतीय ईकाइयो की इच्छा पे छोड़ दिया जाना चाहिए ! लेकिन आपने बहुमत के उस निर्णय को लागू नहीं होने दिया ! आखिरकार, ये सब करना व्यर्थ ही गया क्योंकि तब तक चुनाव एकदम पास आ गए थे, और अंतत: संगरूर में राष्ट्रीय कार्यकारिणी समिति की बैठक में यह निश्चित किया गया कि उन दो राज्यों मे चुनाव की कोई तुक नहीं और उन्हें चुनाव लडने की बात को भूल जाना चाहिए !
    जब दिल्ली में चुनाव किए जाने की घोषणा हुई और उसके लिए चुनाव अभियान शुरू हुआ तो आपने स्वयं सेवको को निर्देश दिए कि ‘Modi for PM, Kejriwal for CM’का अभियान शुरू किया जाए ! मैंने तुरंत आपत्ति जताते हुए कहा कि यह सरासर असैद्धांतिक है ! इसका मतलब ये है कि हमारी पार्टी मोदी जी के आगे घुटनों के बल झुक गई है, जबकि पार्टी मोदी के खिलाफ ‘प्रमुख विपक्षी’ के रूप में डटकर खडी है !
    इसके बाद जब दिल्ली में 2015 के विधान-सभा चुनावके लिए प्रत्याशियों के चयन की प्रक्रिया आरम्भ हुई तो मैंने देखा कि उसमें कोई पारदर्शिता नाम की चीज़ नहीं थी ! वरन पूर्व नीति के ठीक विपरीत, हम वेबसाईट पर प्रत्याशियों के नाम पोस्ट नही कर रहे थे ! यहाँ तक पी.ऐ.सी. के पास प्रत्याशियों के नाम और बायोडाटा आदि जाँच-पड़ताल के बाद अनुमोदन हेतु नहीं भेजे जा रहे थे ! अत: पी.ऐ.सी. की दूसरी बैठक में मैंने इस मसले को उठाया क्योंकि मेरे पास दो प्रत्याशियों के विरुद्ध शिकायते आई थी जिनके नाम पिछली बैठक में प्रस्तावित किए गए थे ! यह सुनकर आप बहुत क्रोधित हो उठे और बोले - ‘आप सोचते है कि हम धूर्त और कुटिल लोगो का चयन कर रहे है?’ मैंने कहा बात ये नहीं है ! बात ये है कि हमें पारदर्शिता और छान-बीन करने की मेहनत से पीछे नहीं हटना चाहिए ! इस बात पर आपके और मेरे बीच अच्छी खासी बहस हुई और मैं उस बैठक से उठ कर चला गया व 27नवम्बर को मैंने एक इ-मेल लिख कर भेजा कि मैं प्रत्याशियों के संदेहास्पद और अपारदर्शी चयन प्रक्रिया की रबरस्टैम्प (मुहर) नहीं बन सकता ! वह इ-मेल आज जनता के बीच है !
    इसके बाद नामों की दूसरी सूची में प्रत्याशियों के दस नामों में चार नाम संदिग्ध से लगने वाले लोगों के थे ! योगेन्द्र यादव ने और मैंने 10दिसम्बर को पी.ए.सी. को उन चार प्रत्याशियों से जुडी आपत्तियों के बारे मेंविस्तार से एक पत्र लिख के भेजाऔर यह भी लिखा कि इस बार चयन प्रक्रिया पिछली बार से बहुत अधिक भिन्न है !इस बार हमें लगता है कि राजनीतिक ठेकेदारों को टिकिट दिए जा रहे है, जो सिर्फ़ अवसरवादिता के लिए पार्टी में आए हैं, ये वे लोग हैं, जो अंतिम पलों मे कांग्रेस, भा.ज.पा और ब.स.पा. से अलग हो गए थे ! जिनकी हमारी पार्टी के प्रति न ही किसी तरह की वैचारिक प्रतिबद्धता है और न उनके पास जनता की सेवा का या जनहित में की गई किसी तरह की गतिविधियों का लेखा-जोखा है, न ही उन्होंने अपने आर्थिक स्रोतों का ब्यौरा प्रस्तुत किया है ! उनमें से कुछ तो ऐसे हैं जिनके खिलाफ लोगों में पैसा और शराब बाटने, व हमारे स्वयम-सेवको को पीटने की शिकायते मौजूद है ! बहरहाल, यह बात उठाने पर उनमें से एक जिसे आपने वज़ीरपुर क्षेत्र से प्राथमिकता के साथ चुना था - वह उम्मीदवारी की घोषणा के ४ घंटे के अंदर ही वापिस भा.ज.पा. में चला गया ! इसी तरह महरौली सीट के लिए आपकी पहली पसंद, ‘गंदास’ को भी आखिरी पल मे छोडना पड़ा क्योंकि उसकी एक हाथ में शराब और दूसरे में रिवाल्वर के साथ तस्वीर संचरित की गई थी ! पर जब उसे छोड़ा, तो उसके भाई को टिकिट दे दिया गया ! अंत में उसका नाम भी ख़ारिज किया गया क्योंकि पार्टी के लोकपाल एडमिरल रामदास ने उसके विरुद्ध पक्की नकारात्मक जानकारी दी थी !
    इसके उपरांत, जब हमने पत्र भेजा, तो ‘आप’ ने पी.ए.सी की बैठके बुलाना और पी.ए.सी द्वारा प्रत्याशियों के नाम अनुमोदन हेतु भेजने ही बंद कर दिए और अपनी ओर से नाम घोषित करने लगे ! जब ये सब हुआ तो, मैंने कहा - ‘बस बहुत हो लिया, अगर अब इस तरह की अवांछित गतिविधियां नहीं थमी, प्रत्याशियों की उचित विश्वसनीय जाँच-पडताल नही की गई तो, मैं स्तीफा दे दूँगा तथा जनता के सामने अपने इस्तीफे की वजह का खुलासा करूँगा !’ इस पर 4जनवरी को मेरे घर पर योगेन्द्र यादव, पृथ्वी राज रेड्डी आदि के द्वारा एक आपातकालीन बैठक रखी गई, जिसमे पार्टी के जिम्मेदारपदाधिकारी व पूरे देश के लगभग 16-17लोगों ने भागीदारी की ! सभी ने महसूस किया और कहा कि यदि इस वक्त आप स्तीफा देंगें, तो सारा अभियान बरबाद होकर, ध्वस्त हो जाएगा ! उस बैठक में मैंने कहा - ‘देखिये, जब इस तरह के समझौते किए जाते हैं, तो बहुत से नैतिक कोने स्वत: ही कट जाते हैं, मर जाते हैं और इस समय आप प्रत्याशियों का चयन पारदर्शिता और जाँच-पडताल के बिना कर रहे हैं!’ अगर आप इस तरह के प्रत्याशियों के साथ चुनाव में उतरते है और एकबारगी मानिये कि आप जीत भी जाते हैं, तो आगे आपको जिस तरह के समझौते करने पड़ेगें, वे ऐसे होंगें, जो आपकी पार्टी के ‘यू..एस.पी.’ को पूरी तरह विनष्ट कर देगें, जिससे ‘साफ़-सुथरी और पारदर्शी पार्टी का वैकल्पिक राजनीति से गठबंधन’ जैसी छवि सामने आएगी ! ऐसे गलत प्रत्याशियों को साथ लेकर चुनाव जीतने से बेहतर है, साफ छविवाले एवं इज्जतदार प्रत्याशियों के साथ चुनाव हार जाना ! मेरे इस सीधे कथन को तोड़-मरोड़ कर आपने मेरे खिलाफ़ यह प्रचार लिया कि मैं चाहता था कि ‘आप’ चुनाव हर जाए! क्योंकि मौकापरस्त प्रत्याशियों व गलत तरीको के साथ चुनाव जीतने पर कुछ ही समय में पार्टी के आधारभूत सिद्धांत विनष्ट हो जाते और आगे भविष्य में ये लोग पार्टी को पूरी तरह ध्वस्त कर देते ! अगर मैं ‘आप’ की हार चाहता तो, सबसे पहले उसी समय स्तीफा देकर जनता के बीच जाकर अपने स्तीफे का कारण बयान करता ! इसी तरह, अगर योगेन्द्र यादव सच में पार्टी की हार चाहते तो उन्होंने आप सबकी बैठक न बुलाई होती और मुझे जनता के बीच सब कुछ कहने से न रोका होता ! बल्कि उलटे उन्होंने तहेदिल से चुनाव-अभियान केलिए काम किया, अनगिनत मौको पर टीवी पे, पार्टी का बचाव किया ! इतना करने पर भी आपने मेरे साथ, उन पर भी पार्टी की हार की कामना करने का दोष मढने की गुस्ताखी की ! उस बैठक के अंत में इन सब बिंदुओं पे सोच-विचार और चर्चा के बाद आपके द्वारा बाकायदा अभिव्यक्त सहमति से तय हुआ कि: हम सब तुरंत चयनित प्रत्याशियों के विरुद्ध सभी शिकायतों को पार्टी ‘लोकपाल’ के पास भेज देंगे और उसका निर्णय अंतिम माना जायेगा तथा पार्टी में भर्ती संबंधी सुधार, पारदर्शिता, जवाबदेही, स्वराज, पार्टी की आतंरिक लोकतांत्रिकता - इन सब विषयों पर चुनावो के तुरंत बाद विचार किया जायेगा !
    इस प्रकार, उन 12 प्रत्याशियों के नाम अविलम्ब ‘लोकपाल’ को भेज दिए गए ! जल्द से जल्द चार दिनों के अंदर छान-बीन की यह कवायद करनी थी ! लोकपाल ने दो लोगो के हटाये जाने की संस्तुति की जिनके विरुद्ध स्पष्ट प्रमाण मौजूद थे, जिन छह के खिलाफ कुछ कम प्रमाण थे, उन्हे चेतावनी दिए जाने की संस्तुति की और चार को पार्टी में बनाए रखने के लिए कहा ! जिन पर संदेह था, वे दो संदिग्ध प्रत्याशी हटा दिए गए ! लेकिन नए लोगों की पार्टी में भर्ती संबंधी सुधारों के मुद्दे - जिन पे चुनाव के बाद दो दिनों के बाद , चर्चा होनी थी, वह नहीं हुई ! इसके बजाय, 26 फरवरी की राष्ट्रीय कार्यकारणी की बैठक, जिसमें आपने न आना तय किया, वह कुमार विश्वास द्वारा आपके इस्तीफे की घोषणा और आपकी मंडली के सदस्यों द्वारा, ‘बिना नियम के’ योगेन्द्र और मुझ पे प्रहार के साथ आरम्भ हुई ! आपकी ओर से उन्होंने जो संदेश दिया था, उससे स्पष्ट था कि संयोजक के रूप में आपके बने रहने की कीमत, पी.ऐ.सी और राष्ट्रीय कार्यकारिणी समिति से हमारे निष्कासन द्वारा चुकाई गई थी ! तब मैंने उस बैठक में सबके सामने, ऊपर कही गई बाते कही थीं और अफसोस की बात कि भर्ती संबंधी सुधारों के मुद्दों पे तब भी कोई चर्चा नहीं की गई ! उस दिन जिस बिंदु पे चर्चा की गई, वह ये था कि आप संयोजक पद पे रहे या न रहे ? हम सबने सहमति दी कि आप संयोजक के रूप में बने रहे ! लेकिन उसके बाद कुछ लोग आपसे मिलने आपके घर चले गए ! जिनके साथ आपने यह निश्चित किया कि हमें पार्टी से हटा दिया जाए और ऐसा ही 4 मार्च को आयोजित अगली बैठक में हुआ !
    मेरे खिलाफ़ एक आरोप यह लगाया कि मैंने चुनाव अभियान में भागीदारी नहीं की ! मैं पहले ही बता चुका था कि जिस तरह से प्रत्याशी चुने गए थे, मैं उनके लिए चुनाव अभियान में साथ नहीं दे सकता ! मैं सिर्फ़ उनके लिए चुनाव प्रचार करने को तैयार था को जो अगर चुनाव जीते तो, वे पार्टी की स्वच्छ राजनीति की आदर्श अवधारणा और विचारधारा को आगे ले जायेगे तथा जनहित में काम करेगें ! मैंने उन पाँच लोगों की नाम-सूची भी दी जो मेरी नज़र में हर तरह से शिष्ट और योग्य थे ! लेकिन पार्टी ने मेरे पास जन-सभा को संबोधित करने के सम्बन्ध में कोई रूपरेखा ही नहीं भेजी ! इसलिए मैं पंकज पुष्कर जी के व्यक्तिगत बुलावे पर उनकी जनसभाओं मे गया ! गोपाल रॉय ये व्यर्थ का झूठ बोल रहे है कि मैं वायदा करके भी उनकी सभा में जाने से पीछे हट गया ! वस्तुत: जिस दिन उन्होंने मुझे बुलाया था, मैं कालीकट में था, जहाँ मैं पार्टी बैठक और संवाददाता सम्मेलन को संबोधित कर रहा था जिसमें मैंने दोहराया था कि दिल्ली के मुख्य मंत्री के लिए किरण बेदी का चयन सही और उचित नहीं था !
    एक दूसरा आरोप मेरे खिलाफ यह लगाया गया कि मैंने लोगों को ‘आप पार्टी’ के लिए धन दान करने से रोका ! जब भी लोगो ने मुझसे पूछा कि उन्हें पार्टी के लिए धन दान करना चाहिए आदि तो, मैंने कहा – ‘आप उन लोगो के लिए दान करें, जो आपको ईमानदार और शिष्ट लगे !’ आपने और आपकी मंडली ने ऐसा ही आरोप मेरी बहन शालिनी गुप्ता के खिलाफ भी लगाया ! मेरी बहन ने भी अपने निकट के जानकार लोगों से वे ही बाते कही, जो मैंने कही थी ! सच्चाई ये है कि उसने बड़ी दृढ़ता से विदेश में बसे लोगों को, योग्य प्रत्याशियों के लिए आर्थिक सहायता देने के लिए प्रोत्साहित किया था इसलिए ही अनेक प्रत्याशियों को विदेश में बसे भारतीयों द्वारा बड़ी धन-राशि प्राप्त हुई थी !
    आपने अपने भाषण में बहुत ही कलाकारी के साथ झूठे ब्यौरे पेश करते हुए कहा कि मैं किस तरह आपको जेल भेजने के लिए जिम्मेदार था ! जबकि सच्चाई ये है कि गडकरी –बदनामी के मुकदमे के तहत आपने खुलेरूप से जनता के बीच कहा था कि ‘बेल लेने से बेहतर जेल जाना’! जब मुकदमे की सुनवाई हुई तो जज साहिबा ने आपको अच्छी तरह से समझाया कि ‘व्यक्तिगत मुचलके’ का अर्थ क्या होता है ! आपने मुझसे सुनिश्चित किया कि जज साहिबा ने जो व्याख्या की है क्या वह सही है जिसका मैंने सकारात्मक हामी में जवाब दिया ! तब भी अपनी और साथ ही पार्टी की जन-छवि के लिए आपने ‘व्यक्तिगत मुचलका’ भरने के बजाय जेल जाना बेहतर समझा ! फिर भी मैंने और मेरे पिता ने कोर्ट में और जनता के बीच आपके निर्णय के पक्ष में पैरवी की और कहा कि इस वाकये से इस बात पर प्रकश पड़ता है कि इस तरह के मुकदमों में जनता से जुड़े मसले पर बेल या व्यक्तिगत बेल के लिए कहना, एक अनावश्यक मांग है ! हम दोनों आपसे जेल मे जाकर मिलने में अनेक घंटे बिताते थे, आपको विकल्पों के बारे में बताते थे, और आपको मुचलका भरने के लिए मनाते थे ! उसके बाद आप इसके लिए किसी तरह तैयार हुए !
    आपकी मण्डली ने मेरे पिता और मेरी बहन और मुझ पर यह इलज़ाम भी लगाया कि हम पार्टी को हडपना चाहते थे ! अरविंद, आप ये अच्छी तरह जानते हैं कि हम में से किसी ने भी कभी भी अपने लिए या किसी मित्र या पारिवारिक सदस्य के लिए किसी तरह का कार्यकारी पद या टिकिट नहीं चाहा ! हमने सदा इस बात के लिए अपनी ओर से योगदान किया और हर सम्भव तरीके से मदद दी कि पार्टी देश में वैकल्पिक राजनीति की एक सशक्त और विश्वसनीय संवाहक के रूप में फले-फूले और आगे बढ़े ! मेरे पिता ने पार्टी के लिए दो करोड ‘बीज धन राशि’ के रूप में देने के अलावा न जाने कितना समय पार्टी हित में, निस्वार्थ, कानूनी व अन्य तरह के मशविरे देने में लगाया ! जनलोकपाल बिल का ड्राफ्ट तैयार करने में उन्होंने अहम भूमिका निभाई ! उन्होंने ने ‘तन,मन,धन’ से पार्टी के भले के लिए पूरे समर्पण से काम किया ! हाँ, जब उन्होंने अनेक कारणों की वजह से यह महसूस किया कि आप पार्टी का नेतृत्व करने के लिए सही व्यक्ति नहीं हैं, तो उन्होंने बेबाकी से आपको बता दिया ! ऊपर बताये गए, आपके अनैतिक समझौतों के अलावा उन्होंने महसूस किया कि आप पार्टी के सम्माननीय संविधान और नियमों को बारम्बार तोड़ रहे थे ! पार्टी के काम करने के ढांचे को रूपाकार नही दे रहे थे (सिवाय के अपनी मंडली के), इसी तरह पार्टी की नीतियों को भी बनाने में रूचि नही दिखा रहे थे !
    दो वर्ष तक 34 नीति निर्धारण समितियों की विस्तृत रिपोर्ट जो हमने तैयार की थी - वह धूल की परतों के नीचे दबी पड़ी रही क्योंकि न तो आपके पास समय था और न आपकी रुचि थी कि आप उन रिपोर्टो पे एक नज़र डालते और उन पर अपना दिमाग लगाते ! आपने मेरे पिता को इस बात के लिए कोसा कि उन्होंने आपको किरण बेदी और अजय माकन के बाद मुख्य मंत्री पद के रूप में अंतिम तीसरी पसंद कहा ! ऐसा उन्होंने आपके व्यक्तित्व और चरित्र की लगातार सामने आने वाली कमियों के कारण कहा जिनका वे लम्बे समय से निरीक्षण कर रहे थे ! पर मैंने तुरंत जनता के बीच उनके कथन से अपनी असहमति जताई ! लेकिन बाद में जो सारी असलियत बाहर निकल कर आई, विशेषरूप से राष्ट्रीय परिषद की बैठक के मंच पर जो तानाशाही से भरा, अन्यायपूर्ण, अवहेलनापूर्ण और गैरजिम्मेदाराना रवैया आपने दिखाया, मुझे कहते हुए खेद है कि मेरे पिता सही थे!
    मेरी बहन शालिनी व अन्य अनेक उच्च योग्यता वाले लोगों ने अपनी बड़ी-बड़ी शानदार नौकरियाँ सिर्फ़ इसलिए छोड़ दी कि वे एक विश्वसनीय और सशक्त व्यवस्था बनाने में आपकी मदद करना चाहते थे, जिसमे विभिन्न मुद्दों के सह-संगठन और प्रत्येक के विशेष ज्ञाता हों और भारत देश में एक विश्व स्तर की उत्तम व्यवस्था उभर कर आए ! अनेक बार आपने शालिनी को देश के लिए अपनी नौकरी छोड़ देने को कहा और यह स्पष्ट किया कि उसको सौंपा गया ‘संगठन विकास सलाहकार’ का कार्य सिर्फ़ सलाहकार की भूमिका है, न कि पार्टी के अंदर कोई औपचारिक पद है, जैसा कि उसकी नियुक्ति से पहले पी.ऐ.सी मे चर्चा की गई थी ! पर, यह बीतते समय के साथ स्पष्ट हो गया था कि आपको किसी भी विषय में विशेष सलाह चाहिए ही नहीं थी ! इसके बजाय अपने आशुतोष जिनके पास विशिष्ट योग्यता भी नहीं है, उनसे एक निदान स्वरूप योजना बनाने केलिए कहा, जिससे कि पार्टी का हरेक ‘सेल’ आपकी मण्डली के लिए मददगार उप-अंग हो जाए और आप किसी के प्रति जवाबदेह न रहें ! मेरी बहन ने रात-दिन आपकी पार्टी के लिए मेहनत से काम किया और विदेशों में बसे भारतीयों को उदारता से आपको आर्थिक सहायता देने के लिए सक्रिय किया और प्रोत्साहित किया, जो पार्टी की सफलता के लिए बड़ा योगदान सिद्ध हुआ ! आपकी पार्टी के कोष मे डाली गई आर्थिक सहायता का एक तिहाई हिस्सा विदेशों में बसे भारतीयों का योगदान है !
    अरविन्द ये बात सही है कि पार्टी केलिए आपका जितना योगदान रहा, उतना मेरी ओर से नही रहा ! न तो मैंने अनशन किया और न मैं जेल गया ! मैं अधिकतर अपने महत्वपूर्ण मुकदमों और घोटालों 2G, कोलगेट, सी.बी.आई निदेशक, 4G, रिलाएंस गैस डकैती कांड, जी.एम फूड्स, न्यूक्लिअर पावर प्लांट, विध्वंसक हाइडल योजनाएं, धारा 66ए, तम्बाकू और गुटका, आदि में व्यस्त रहा ! लेकिन शेष समय में मैंने पार्टी हित में अपनी कानूनी सलाह व अन्य ज़रूरी सुझाव देने व कोर्ट संबंधी कार्रवाही करने में पूरा योगदान किया ! मैं पार्टी के अंदर कभी भी किसी पद को पाने के लिए इच्छुक नहीं रहा सिवाय के पार्टी के आधारभूत सिद्धांतों के प्रति अपनी ईमानदारी और प्रतिबद्धता को सुनिश्चित करने के लिए कटिबद्ध रहा ! और अपने इस स्वभाव व प्रतिबद्धता के कारण मैंने जब भी पार्टी को अपने रास्ते से भटकते देखा तो, हमेशा आवाज़ उठाई !
    मैं उसी सच्चाई के साथ आपसे कहना चाहता हूँ कि आपको निर्णय लेने वाले समूहों खासतौर से पी.ए.सी और राष्ट्रीय परिषद में ऐसी स्वतंत्र विचारशील और विश्वसनीय आवाज़ वाले लोग चाहिए जो इतने दमदार हों कि जब आप गलत हों, तो वे खड़े होकर आपको बता सके और शुभचिंतक की तरह बेहिचक आपका मार्गदर्शन कर सके ! इस गुण और साहस के कारण मैं और मेरा परिवार आपको परेशानियां खड़ा करने वाला, अडंगे लगाने तथा पार्टी को खत्म करने वाला लगा, जबकि सच्चाई इसके विपरीत थी ! अरविंद आप यह जान ले कि आप ‘जी हुजूरी’ करने वालो को साथ लेकर बहुत दूर तक रास्ता तय नहीं कर सकते ! किन्तु यदि फिर भी आप ऐसा करने पे आमदा होंगे, तो पार्टी सिर्फ़ ध्वस्त ही नहीं होगी, बल्कि आप जिस तरह की सभ्यता-संस्कृति, पार्टी की ज़मीन में बो रहे है, उसके चलते, आप बहुत दूर तक भी शायद ही जा सकेगें !
    अरविन्द, यह पार्टी हजारो लोगो द्वारा ‘आदर्शो’ की नींव पर खडी की गई थी ! खासतौर से युवा लोगो के द्वारा जिन्होंने देश में एक वैकल्पिक साफ़ सुथरी पार्टी का अनूठा रथ तैयार करने के लिए, राजनीति मे पारदर्शिता का अह्वान करने के लिए अपना बहुत अधिक समय, मेहनत, उर्जा,धन और खून-पसीना बहाया ! पर दुर्भाग्य से वे सारे आदर्श और सिद्धांत आपके और आपकी चाटुकार मंडली द्वारा छले गए ! वे सारे ‘जी हुजूरी’ करने वाले आपके शिकंजे मे हैं और परिणामस्वरूप आपकी पार्टी, तानाशाही और राजशाही सभ्यता की ओर उन्मुख पार्टी बनती जा रही है!
    देहली का चुनाव ज़बरदस्त बहुमत से जीतने के बाद, आपको अपने सर्वोत्तम गुण बढ़ाने और सामने लाने चाहिए थे, लेकिन अफ़सोस के, आप के निकृष्टतम अवगुण एक-एक करके देश और विश्व के लोगो के सामने आ रहे हैं ! अब दुर्भाग्य से आपके सबसे सघन दुर्गुण सामने आए है ! जैसे लोकपाल का, हमारा व कुछ अन्य निर्दोष लोगो का पार्टी से निष्कासन ! स्टालिन के रूस और वर्तमान बदहाली मे जी रही आपकीअपनी पार्टी की समानता पे नज़र डालने के लिए, आपको जॉर्ज ऑरवेल के ‘एनीमल फार्म’ उपन्यास को पढ़ना चाहिए ! ईश्वर और इतिहास आपको उसके लिए कभी माफ़ नहीं करेगा, जो आप आज अपनी पार्टी के साथ कर रहे हैं !
    क्या आपको विश्वास है कि आपके पास जो पाँच वर्ष हैं, उनमें आप देहली सरकार को चला कर, सब कुछ सुधार सकते हैं? यदि आप सोचते है कि आपने सुगठित प्रशासन प्रदान किया तो क्या लोग वो सब भूल जायेगे जो आपने पार्टी के लिए समर्पित और अनुभवी शुभ चिंतकों के साथ किया ? मैं दुआ करता हूँ कि आप अपने प्रयासों मे सफल होए ! ऎसी बात नहीं, यहाँ तक कि पीढियों से चले आ रहे, भा.ज.पा और कांग्रेस जैसे दलों ने भी सुगठित प्रशासन दिया है ! लेकिन जिस स्वप्न को साथ लेकर हम चले थे - स्वच्छ एवं आदर्श सिद्धान्तोवाली ‘राजनीति’ और भ्रष्टाचार मुक्त ‘प्रशासन’ वह कही अधिक ऊंचे कद का और आकाश जैसा विशाल था ! मुझे डर है कि अब हाल ही में आपने जिस तरह का व्यवहार और अपने चरित्र के लक्षण दिखाए हैं, उसकी वजह से ‘आम आदमी पार्टी’ जिस साफ-सुथरी आदर्शवादी राजनीति के खूबसूरत सपने पर नींव रखी गई थी, वह ‘दु:स्वप्न’ मे न बदल जाए ! फिर भी मै दुआ करता हूँ आप के साथ सब ठीक रहे !

    The Doers’ Walk for Water is being organized by the NGO FORCE, in partnership with the UN Information Centre for India and Bhutan (UNIC), and several other organizations, to felicitate those who have taken the lead in Water Conservation and Efficient Water management.

Chikkarangappa cruises to five-shot win at Kensville
 
Ahmedabad, April 10, 2015: Bangalore’s Chikkarangappa S cruised to a five-shot win after posting a three-under-69 in the final round of the PGTI Players Championship presented by Kensville Golf & Country Club. Chikkarangappa, who totaled 12-under-276 for the week at the Rs. 30 lakh event, climbed from fifth to second position in the Rolex Rankings as a result of his win. Lucknow’s Sanjay Kumar was placed second at seven-under-281 as he carded a one-under-71 in round four.

Chikkarangappa (69-64-74-69), who enjoyed a three-shot lead heading into round four, had a slow start with a bogey on the third where he hit a poor second shot. However, the 21-year-old soon regained his touch by picking up a birdie from 12 feet on the next hole. But the highlight of Chikka’s final round was the birdie conversion from 100-feet on the eighth.

Chikka, who set the course record with his 64 on day two, then had a flurry of birdies on the 12th, 14thand 15th that took him to the cusp of his sixth professional title. He knocked-in putts from a range of eight to 12 feet on this stretch. Chikka signed off with a bogey on the 18th which didn’t have any impact on the final standings as the gap between himself and second-placed Sanjay Kumar was too big.

“It’s great to win a title at the venue where I began my professional career. The conditions were a lot calmer today as compared to round three and I drove home the advantage with some good putting. I had a fantastic week barring day three when I was taken off guard by the blustery conditions. I did well to hang in there despite the tough conditions in the third round,” said Chikka, who took home the winner’s purse of Rs. 4,50,000.

He added, “I had the wind favouring me today on the back-nine and that helped my cause. A solid final round at last week’s event set up this week for me. These last two weeks have been a good preparation ground for me for this year’s Asian Tour season. I now look forward to following my friend Anirban Lahiri at The Masters on television over the next three days. He’s had a wonderful start to the event and I hope he can keep it going in the remaining rounds.”  

Chikka climbed from fifth to second in the Rolex Rankings after his win at Kensville. He now has earnings of Rs. 12,72,440 for the year. Mukesh Kumar of Mhow continues to lead the rankings with earnings of Rs. 15,08,640.

Sanjay Kumar (71-68-71-71), who finished a distant second, made four birdies and three bogeys on the final round. Sanjay’s missed a hole-in-one by a whisker on the 16th as his tee shot lipped out. He drained a 25-footer for birdie on the fifth. Sanjay, who didn’t find a single bunker during the week, claimed his best result of the season at Kensville.

Seventeen-year-old rookie Feroze Singh Garewal of Chandigarh, playing only his third professional event, secured a creditable tied third finish at five-under-283 after his final round of 72. Kolkata’s Feroz Ali Mollah returned a 69 on Friday to take a share of third place along with Garewal.

Noida’s Rahul Bajaj occupied fifth place at three-under-285. Kolkata’s Rahil Gangjee, Bangalore’s Khalin Joshi and Sri Lankan Anura Rohana were a further shot back in tied sixth. Khalin and Anura’s 68 was the joint best score of the final round. Delhi’s Manu Gandas, who finished 13th at one-over-289, too shot a 68 in round four.

Rolex Rankings leader Mukesh Kumar was tied 20th at five-over-293. Delhi’s Rashid Khan finished joint 43rd at 14-over-302. Himmat Singh Rai of the DLF Golf & Country Club, Gurgaon, ended tied 48th at 19-over-307.

Mr. Sameer Sinha, MD, Kensville Golf & Country Club, who gave away the prize to the winner, said, “We thank the PGTI for jointly hosting this tournament with us and the PGTI members for participating in this event and making it a huge success. We would also like to thank the media for their outstanding coverage of the event. Events such as the PGTI Players Championship help us promote the sport of golf in Gujarat.
