China afloat on High-tech, AI, 5G

China aims to maintain stable industrial growth in 2019 by cultivating a more robust domestic market and further leveling the playing field for foreign and private enterprises, the nation’s top industry regulator said on Friday.
US and China making efforts to jointly race their development with two major joints working to be a stake for each other and not hinder or be impediment in the growth of technology for two top slot economy. An effort of friendship amid economy trade wars is in itself multi layer relation of the nation is unique and new wave of statesmanship and diplomatic relation uprising between UK -Russia, German- Russia, EU -Hungary & others. Diplomacy with various layers need to be ignited in Asian nations with religious   the chief hurdle  and to be propagated in our primary education for better world.
China’s Baidu Inc and US-based Intel Corp said on Tuesday they will establish a 5G+AI lab to promote the research and development of mobile edge computing (MEC) in China, according to a statement Baidu sent to the Global Times.
MEC is a key technology that will shorten latency in 5G development, and the technology could enable machines to respond in a faster manner.
The deal points to the fact that cooperation among Chinese and US technology companies will not be hindered by the bilateral trade dispute, and only through cooperation can both sides achieve breakthroughs in developing new technologies, industry insiders said on Tuesday.
The plan came as the nation’s industrial output, an economic indicator measuring industrial activity, is forecast to expand by 6.3 percent in 2018, meeting the target of around 6 percent growth for this year.
The Ministry of Industry and Information Technology said it will step up the push to boost information product consumption and nurture high-tech industries such as wearables, drones and service robots in 2019.
“We will guide local governments to build a number of model cities in spurring consumption and roll out policies to promote the development of high-definition video and internet of vehicles,” said Miao Wei, minister of industry and information technology, at the ministry’s annual work conference, which concluded on Friday.
According to Miao, the ministry will also implement policies to expand market access for the shipbuilding, automobile and aircraft sectors, and further multilateral cooperation in equipment manufacturing and information infrastructure construction.
His comments came after China managed to keep industrial growth on track this year, despite trade conflicts among major economies that have had a negative impact on China’s domestic economy.
In 2018, China’s manufacturing investment growth rebounded significantly, with dozens of intelligent manufacturing pilot projects established and the software and information technology service sector forecast to record 15 percent year-on-year growth.
Wang Peng, deputy director of the China Center for Information Industry Development, said that although retail sales growth in consumer electronics slowed in 2018, the Ministry of Industry and Information Technology’s efforts to bring a more robust domestic market will help buoy consumption in information products.
“Also, the maturity of fifth-generation mobile communication technology next year will also spur consumers to buy more cutting-edge devices,” Wang said.
The ministry said on Friday that research and development of commercial 5G products will be accelerated in 2019, in order to lay down a better telecommunications infrastructure for industrial upgrading.
It also aims to make a fresh push to marshal the country’s high-end manufacturing power by strengthening the in-depth integration of cutting-edge technologies into traditional sectors.
Qu Xianming, with the National Manufacturing Strategy Advisory Committee, said the goal to move up the industrial value chain is gaining steam across the country, which can play an effective role in buoying the country’s industrial economy.
From January to November, the output of China’s high-tech manufacturing industry expanded by 11.8 percent year-on-year, outdoing overall industrial output growth, according to data from the National Bureau of Statistics.

May urges to save her Brexit deal

May today urged MPs to back her Brexit deal, saying it is the only way to honour the referendum result and protect the economy.
Prime Minister Theresa May said on Sunday that Britain would be in uncharted territory if her Brexit deal is rejected by parliament later this month, despite little sign that she has won over skeptical lawmakers.
Britain is due to leave the European Union on March 29 but May’s inability so far to get her deal for a managed exit through parliament has alarmed business leaders and investors who fear the country is heading for a damaging no-deal Brexit.
May said the vote in parliament would be around Jan. 15, as expected, contrary to reports she could delay it.
Senior Tories tell Theresa May to work with Jeremy Corbyn as only hope to save herBrexit deal.
Theresa May is banking on the EU to save her deal – but a distracted Europe has many angles to it.
Writing in the Mail, Ms May said, her critics both Remainers and Brexiteers risk damaging democracy if they oppose her plan. But a poll carried out for the People’s Vote campaign suggests fewer than one in four voters support her Brexit deal.
MPs are due to vote on whether to back Mrs May’s Brexit plan next week.
A deal on the terms of the UK’s exit and the framework of future relations has been agreed between the Prime Minister and the European Union – but it needs to pass a vote by MPs in Parliament before it is accepted.
The UK is due to leave the EU on 29th March this year – regardless of whether there is a deal or not.
May has already delayed the vote once, in December, when it became clear she would lose unless extra reassurances from the EU were agreed.
Describing what would happen if she was defeated, May told the BBC: “We’re going to be in uncharted territory. I don’t think anybody can say exactly what will happen in terms of the reaction we’ll see in parliament.”
Amid the uncertainty over Britain’s next steps – which range from leaving without a deal to not leaving at all – a poll showed more Britons want to remain a member of the EU than leave, and voters want to make the final decision themselves.
May’s party itself is divided over her deal, with many fearing that an insurance policy designed to avoid the re-emergence of a hard border between Ireland and Northern Ireland could leave Britain subject to EU rules indefinitely.
One of those leading that opposition, lawmaker Jacob Rees-Mogg, said in a newspaper article that it was “wishful thinking” that time away from parliament over the Christmas holiday could persuade him to change his mind and back the deal.
The Northern Irish party that props up May’s minority government called on her to stand firm in demanding that the EU changes its “poison” backstop provision on Ireland’s post-Brexit border.

India has taken over operations of the strategic Chabahar port in the Sistan-Balochistan province of Iran's southern coast.

This is the first time India will be operating a port outside its territory. The Shipping Ministry in a statement in New Delhi today said that the Government of India took over the operations of a part of Shahid Beheshti Port, Chabahar, in Iran during the Chabahar Trilateral Agreement meeting held there on December 24, 2018.

The Chabahar port in the Sistan-Balochistan province in the energy-rich nation's southern coast is easily accessible from India's western coast and is increasingly seen as a counter to Pakistan's Gwadar Port located at distance of around 80 km from Chabahar.

The Chabahar port is being considered as a gateway to golden opportunities for trade by India, Iran and Afghanistan with central Asian countries, besides ramping up trade among the three countries in the wake of Pakistan denying transit access to New Delhi.

SC reinstates Alok Verma as CBI Chief

Supreme Court today reinstated Alok Verma as the CBI chief. However, the Court said, the committee constituted under the Delhi Special Police Establishment Act will have to consider the matter afresh and that Mr. Verma cannot take any major policy decisions until then.

The court also said that any further decision against Verma would be taken by the high-powered committee which selects and appoints CBI director. In addition, it also set aside the appointment of M. Nageswara Rao as interim chief of the agency.

A three-judge bench headed by Chief Justice Ranjan Gogoi pronounced the verdict after hearing Mr Verma petition against the Centre's move to divest him as the chief of the probe agency. The bench had reserved its verdict in the matter on 6th December.

Finance Minister Arun Jaitley has said that the government will comply with the decision of the Supreme Court. He said, the two senior officers of the CBI were sent on leave on the recommendation of the Central Vigilance Commission (CVC).

Mr. Jaitley added that government had felt that the action was in the larger interest of fair and impartial investigation and credibility of CBI. Mr Jaitley was talking to reporters after the Apex Court judgment to reinstate Alok Verma as the CBI director.

Congress welomed the SC verdict. Senior Congress leader Mallikarjun Kharge told reporters that it is a lesson for the government.

Alok Verma and his deputy Rakesh Asthana were both sent on leave in October after the infighting between two became public.

On October 23, Mr Verma and Mr Asthana were asked by the government to proceed on leave after both accused each other of corruption and interference in investigations.

Subsidies and Agricultural Policy

BROOKINGS INDIA
Development Seminar: Subsidies and Agricultural Policy
Thursday, January 24, 4:00 pm – 5:30 pm
Brookings India, No. 6, Second Floor, Dr. Jose P. Rizal Marg, Chanakyapuri, New Delhi
Dear Mr. Sagar,
I am delighted to invite you to our next Development Seminar on “Subsidies and Agricultural Policy” with Prof. Bharat Ramaswami, Professor, Economics, Ashoka University.

Abstract: Agrarian distress returns to the policy radar every now and then.  This is one of those times.  This paper looks at agricultural subsidies in the context of the development process. Sectoral disparities are substantial.  While this may seem to constitute a case for subsidies or income support, this paper looks at how subsidies have filled this role.  The paper finds that subsidies constitute a sizeable chunk of farm income and cannot be reduced without causing substantial hardship.  However, the scope of subsidies to bridge the sectoral gaps in output per worker is limited because the primary cause is not low profitability but low asset base.  The policy agenda is then twofold:  first to make sure of policies that ensure sustainable income growth and second, to reform subsidies to minimise adverse externalities.  Direct income supports are ideal but face several difficulties:  of coordination between centre and states, of the lack of appropriate database of land records and the fact that it will be more expensive than subsidies offered through the price system.

AIMA – St Gallen Symposium Session

Dear Mr Sagar,
AIMA – St Gallen Symposium Session
on
Capital for Purpose
22nd January 2019 (Tuesday) : AIMA, Lajpat Nagar – New Delhi

Capital, as defined by economists, has been applied to various purposes for the past four hundred years. It has served as the foundation for many of humankind’s most extraordinary achievements, including economic prosperity and social improvements. Thanks in part to capital, today’s society enjoys technological and medical progress, as well as declining poverty and hunger. Yet, the world still faces complex challenges and is constantly changing. The use of capital, too, must be adapted to new factors such as climate change and the cultural shifts brought by millennials. In this context, individuals, civil society, businesses and governments may recalibrate the purposes for which capital is used in an effort to mitigate unwanted externalities. Focusing capital on long-term purposes has the potential to address many of today’s challenges, from data privacy scandals to the calamity of plastic waste. The time has come to counter excessive short-termism and start doing business as unusual.

Working at BST in 1974 – 100% American Factory – Largest in North India I was inventing, was member of British Council and American Center in 1977 was accessing Fortune and other Business Magazines – Engineering, Handbooks and Annual Reports of Companies was offering Technologies and Innovative Projects to Indian & Foreign companies.

Garland Canal Project was shelved on the basis of few pages of ‘Hand Written Notes’ to PM in 1980 – was reduced one liner in 2003 – ‘Stupid idea of River Linking is on for 4 decades – Instead of Transporting 50 Billion Cubic Meters of Water – Why Don’t We Transport 30 million tones of Food-grains required by South India?’

SEBI had failed to provide ‘LEVEL WORKING CONDITIONS FOR COMPETITING COMPANIES’ – Companies may be Complying with ‘RULES’ but DISCOLSURES ARE INADEQUATE i.e. Reading SEC filing I get to know the Financial & Technical INSIGHT of the Company like PETROBRAS – but getting nothing in case of RIL.

US Broke the Single Product MONOPOLY of Standard Oil, US Steel, American Tobacco, ATT etc

ü  SEBI task is easier – Breakdown MULTI-Product Companies in to SINGLE PRODUCT to be EFFICIENT & SMART COMPANIES, Create Level FINANCIAL Operating Conditions.

ü  Compulsory TECHNOLOGY & R&D Reporting – Appointment of Chief Tech Officers.

ü  Easier TAKEOVER Code by RIVAL Indian & Foreign Companies.
