Rajasthan Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 199 newly elected MLAs of 2018 out of 200 seats in the Rajasthan Assembly. Due to the demise of one BSP candidate, Laxman Singh from Ramgarh constituency, the election to this constituency was adjourned. ·        MLAs with criminal cases: Out of the 199 MLAs analysed, 46(23%) MLAs have declared criminal cases against themselves. Out of 199 MLAs analysed during Rajasthan Assembly elections in 201336 (18%) MLAs had declared criminal cases against themselves.
MLAs with serious criminal cases:28(14%) MLAs have declared serious criminal cases including cases related to murder, attempt to murder, kidnapping etc. Out of199 MLAs analysed during Rajasthan Assembly elections in 201319 (10%) MLAs haddeclared serious criminal cases against themselves.

·        MLAs with declared cases related to murder:  1 MLA, Parsadi Lal of INC who contested from Lalsot Constituency of Dausa district, declared 1 charge related to murder (IPC Section 302).
·        MLAs with declared cases related to attempt to murder:  4 MLAs, all from INC, have declared cases related to attempt to murder (IPC Section 307)
·        Party wise MLAs with criminal cases:25(25%) out of 99 MLAs from INC12 (16%) out of 73 MLAs from BJP and 2 (33%)  out of 6 MLAs from BSP have declared criminal cases against themselves in their affidavits.
·        Party wise MLAs with serious criminal cases:  16(16%) out of 99 MLAs from INC7 (10%) out of 73 MLAs from BJP and 2 (33%)  out of 6 MLAs from BSPhave declared serious criminal cases against themselves in their affidavits.

India Maintaining Growth Momentum: Asian Development Outlook, December 2018
Growth forecasts for developing Asia remain unchanged at 6.0% for 2018 and 5.8% for 2019, despite challenges brought about by trade conflict, as envisaged in September in Asian Development Outlook 2018 Update. Backed by robust domestic demand, developing Asia continues to weather external headwinds.

Highlights of the December Asian Development Outlook Update:

·         East Asia growth projections are maintained at 6.0% for 2018 and 5.7% for 2019. Growth in the People’s Republic of China is still expected at 6.6% in 2018, moderating to 6.3% in 2019.
·         The Southeast Asia growth forecast is retained at 5.1% for 2018, assuming robust consumption and infrastructure investment. Adjustments for Indonesia, Malaysia, and Thailand lower the 2019 outlook by 0.1 percentage points to 5.1%.
·         Realized and prospective performances in a number of large Central Asian economies prompt an upward revision to the growth forecast to 4.2% for 2018 and 4.3% for 2019. Projections for the Pacific are largely unchanged.
·         Softer international commodity prices and domestic factors have kept consumer prices in check regionally, prompting downward revisions to inflation forecasts from 2.8% to 2.6% for 2018 and from 2.8% to 2.7% for 2019.
·         A truce between the People’s Republic of China and the US provides temporary respite from new tariffs, but the unresolved trade conflict remains the foremost downside risk to forecasts.

Outlook for India:

·         India GDP growth moderated to 7.1% in Q2 of FY2018 (ending 31 March 2019) from 8.2% in Q1, for 7.6% growth in the first half due to slowdown, which came mainly from weak food prices dampening rural consumption, higher oil prices delivering a negative shock in the terms of trade, and rising costs for raw materials.
·         While a gradual slowdown across the quarters in FY2018 was forecast in the Update, the slowdown in Q2 was a bit steeper than anticipated.
·         Further, growth forecasts of 7.3% for FY2018 and 7.6% for FY2019 are retained in the December Update despite some downside risks, such as tighter credit as the nonbank finance sector experiences stress, limited fiscal space for public capital expenditure, and escalating trade tensions.
·         Some of these risks could be offset by a recent decline in oil prices and by exports becoming more competitive as the Indian rupee weakens, down by 10% since the beginning of 2018 despite a recent rebound.

JUMPSTART 2018: MUMBAI + DELHIHIGHLIGHTS FROM THE TENTH EDITION OF JUMPSTART

This year JUMPSTART celebrated a decade of bringing together the community of children’s content creators in India. It was also for the first time that JUMPSTART travelled to Mumbai where a two-day programme was held successfully at the Goethe Institut/ Max Mueller Bhavan on 27 and 28 November 2018. Following the Mumbai event, JUMPSTART was also held in Delhi on 30 November 2018 at the Crafts Museum at Pragati Maidan.
Seeing the increasing consumption of content across myriad mediums, JUMPSTART 2018 was conceptualised to look at how book content can transcend the print form. With the idea of 'Get Future-Ready' the programme traced the trends and explored the future of content creation and consumption across media. It was an opportunity for writers, artists, educators, publishers and many more key players in the content industry to become futuristic with their previously published as well as upcoming content; a chance to interact with other dynamic producers and publishers.

The first-ever JUMPSTART in Mumbai, curated by Lubaina Bandukwala, followed the signature JUMPSTART format of Inspiration and Perspiration. The first day was power-packed with talks, panel sessions and a networking mixture -- all focused on gaining knowledge and catching up with the industry trends. The second day had in store three masterclasses which helped the participants put into practise what they had learnt on the previous day.
In Delhi, JUMPSTART ran on two parallel tracks -- a set of sessions especially created  for young publishing professionals, and the other set of sessions conceptualised keeping content creators in mind. The day concluded with an hour of networking at the Rights Market.

Leigh Hobbs, Australian Children's Laureate opened the programme at JUMPSTART 2018 Mumbai with his keynote address in which he introduced the audience to his popular characters like Old Tom, Horrible Harriet and Mr. Chicken. He spoke about his creative process of envisioning and bringing to life these characters as a writer and as an illustrator. The audience was listening intently and laughed along as he regaled them his childhood stories from where his characters are inspired.

JUMPSTART has always been known as India's only annual conclave of children's content creators. But this year, we became more specific and focused on an important segment of content consumers -- the young adults. The panel of the Brave New World was all about content creation for and consumption by the young adults. It was an interesting mix of perspectives as we had on the panel Madhuri Purandare with her expertise on creating content in Marathi, Meredith Costain with her global exposure, Sampurna Chattarji and Sowmya Rajendran as Indian writers who write in English, and Zuni Chopra who not only writes for young adults but is one herself!

On the second day of JUMPSTART 2018 in Mumbai, three masterclasses took place simultaneously -- an illustrators' masterclass conducted by German illustrator Aljoscha Blau; a writers' masterclass conducted by Australian author Meredith Costain who was briefly by joined by Leigh Hobbs; and the writing masterclass for young adults conducted by German author Boris Pfeiffer and Indian author Shabnam Minwalla. The young adult masterclass was unique as it was the first time that JUMPSTART saw a masterclass specially for young adults, and it saw an enthusiastic participation from some talented young and budding writers in Mumbai.

The Networking Cocktail on DAY 1 at JUMPSTART 2018 Mumbai

The Networking Cocktail in Mumbai was a success with over 20 experts from Australia, France, Germany and India present to interact with the participants in an informal gathering. It was an opportunity to explore business opportunities. Apart from the speakers of JUMPSTART 2018, the participants also interacted with each other for knowledge exchange and possible collaborations.

In Delhi, a Rights Market was held in the latter half of the day. It was a pre-fixed meeting format where 13 experts (publishers and content creators) interacted one-on-one with the participants. It was an opportunity for the participants to explore publishing opportunities and discuss their queries.

The book has been translated to English by Anya Malhotra and published in India by Penguin Randomhouse.

Khalin Joshi emerges 2018 PGTI Order of Merit champion

December 17, 2018: Khalin Joshi has emerged as the PGTI Order of Merit champion for 2018. With just one event remaining in the season, the 17th TATA Open 2018, scheduled to be played at the Golmuri Golf Club in Jamshedpur from December 20 – 23, Joshi already enjoys an unassailable lead in the money list.

The 26-year-old Bengalurean Khalin, who won his maiden international title at the Asian Tour’s Panasonic Open India (joint sanctioned by the Asian Tour & PGTI) in Delhi two months back, currently sits atop the PGTI Order of Merit with earnings of Rs. 60,74,840.

Besides his win, Joshi, who has had seven starts on the PGTI so far this year, also registered a sixth place at the LP Cup and a tied sixth at the TAKE Solutions Masters (both events joint sanctioned by the Asian Tour & PGTI).

Twenty-one-year-old Viraj Madappa, who became the youngest Indian to win an international event when he bagged the Asian Tour’s TAKE Solutions Masters this season, is currently in second place on the PGTI’s merit list with earnings of Rs. 46,17,097.

However, Madappa will not be participating at the season finale in Jamshedpur which means he will not be vying for the top spot with Khalin, who will be teeing it up at the year-ender.

The seasoned Shamim Khan lies third in the money list with earnings of Rs. 34,28,798. But even a triumph for Shamim at Golmuri will not be enough for him to challenge Joshi’s top position in the rankings as the winning cheque at the season-ending event is Rs. 16,16,500.

On being declared the 2018 PGTI Order of Merit champion, Khalin, a winner of four titles, said, “It’s been a dream to win an Order of Merit title and to achieve it on a tour where I started my professional career is quite special.

“To be honest, it’s not been a very consistent year for me, but I’m happy that I still managed to put together some good weeks and get the job done. So many great Indian golfers have won the Order of Merit in India before going on to achieve bigger things at the international stage. So it’s nice to be in their company.

“The fact that my good friend Shubhankar Sharma won the Asian Tour Order of Merit while I won the PGTI Order of Merit at the same time, is a happy coincidence, and makes the 2018 season even more memorable for me.

“My focus will now be on performing well at the European Tour and Asian Tour joint sanctioned events next season so that I can earn my card on the European Tour.

“The PGTI has provided many Indian golfers including myself the platform to sharpen our games and make a smooth and successful transition to the international level. I’m confident that this trend will continue in the coming years as the tour is set to grow bigger with its inclusion in the Official World Golf Ranking (OWGR) system from 2019 onward.”

Incidentally, Khalin Joshi also finished a career-best 17th on the Asian Tour Order of Merit this year.

Boeing Forecasts Demand for 2,300 New Airplanes in India
 Record-setting domestic passenger traffic and robust domestic economy to drive the need for 2,300 new airplanes, valued at $320 billion
NEW DELHI, India, Dec. 19, 2018 -- Boeing [NYSE: BA] raised its long-term forecast for commercial airplanes in India as unprecedented domestic passenger traffic and rapidly expanding low-cost carriers (LCCs) drive the need for 2,300 new jets – valued at $320 billion – over the next 20 years.
This year alone, more than 10 million passengers, on average, traveled within India each month.
“To meet this increased domestic air traffic growth, we see the vast majority of available airplane seats coming from LCCs,” said Keskar. “The success of this market segment will mean more than 80 percent of all new airplane deliveries in India will be single-aisles. And the superior economics and fuel efficiency of the new 737 MAX airplane will be the perfect choice for Indian carriers.”
According to Boeing’s Commercial Market Outlook (CMO), India’s commercial aviation industry has achieved 51 consecutive months of double-digit growth. This growth is matched in other sectors of the country’s economy.
“The Indian economy is projected to grow by nearly 350 percent over the next two decades to become the third largest economy in the world,” said Dinesh Keskar, senior vice president of Sales for Asia Pacific and India, Boeing Commercial Airplanes. “This will continue to drive the growth of India’s middle class and its propensity to travel both domestically and internationally, resulting in the need for more new fuel-efficient short- and long-haul airplanes.”
With more than five percent of the world’s fleet expected to operate in India by 2037, services will continue to be a major driver of growth in the region’s commercial aviation industry. Commercial services such as flight training, engineering and maintenance, digital analytics among others will provide airlines with optimal operational efficiencies as they continue to expand to meet growth in the marketplace. In the South Asian market, including India, Boeing forecasts a commercial services market valued at $430 billion over the next 20 years.

Global Migration Film Festival in Cairo

Global Migration Film Festival
Cairo – Today, on International Migrants Day, the Global Migration Film Festival draws to a close at the historic Al-Manial Palace in Cairo, Egypt, culminating the most successful edition held so far.
A truly worldwide festival run by the International Organization for Migration (IOM) in partnership with United Nations Information Centres worldwide, it has already seen 558 screenings take place in 161 cities and over 103 countries, a number that is up 50 per cent from last year.
Drawing on volunteers from the IOM and its partners wherever it takes place, this year’s festival showcases dramas, comedies, as well as gritty documentaries that bring the reality of the migrant experience to the silver screen. Over 800 films were submitted for possible inclusion in this year’s festival, IOM’s third.
IOM’s regional office for the Middle East, one of nine such offices globally, hosts this year’s festival under the auspices of Egypt’s Ministry of Foreign Affairs (MOFA).
“We selected Cairo to be the first capital outside IOM’s Geneva headquarters to host the closing awards ceremony of this important festival in recognition of Egypt’s leading cultural and political role in the Middle East and North Africa region as well as in the African continent, and in particular its leadership in migration governance,” said Carmela Godeau, IOM Regional Director for MENA.
Opening the ceremony in Cairo is a live music show, followed by welcoming addresses by high-level governmental and IOM representatives, and the award ceremony.
The event’s Guest of Honour will be Egyptian superstar and UN Goodwill Ambassador Yosra. “I am proud to support such a great initiative highlighting the important role cinema plays in building bridges through telling stories that give viewers a glimpse into the lives, circumstances and feelings of others.” said Yosra.
The evening will also include side photo exhibitions by IOM and the United Nations Information Center (UNIC).
Al-Manial Palace is said to have been built for Prince Mohammad Ali between 1899 and 1929. He had the Palace designed in a style integrating European Art Nouveau and Rococo with many traditional Islamic architecture styles including Ottoman, Moorish, and Persian. Historically, the Prince’s family had hosted lectures, concerts and poetry readings in the vast venue and gardens.
The palace and estate have been preserved by the Antiquities Council, as a historic house, museum and estate, reflecting the settings and lifestyle of the late 19th- and early 20th-century Egyptian royal family.
“We’re pleased to host the GMFF closing ceremony at such a historic and culturally vibrant venue; and to honour the aesthetic of the place we’ve tailored a lively and culturally bound evening. Our ceremony will bring together a big number of celebrities with governmental representatives, diplomats, United Nations representatives, international partners, and the private sector,” said Laurent De Boeck, IOM Egypt’s Chief of Mission.

On asking about his interest in music Abhirworld stated, "Well, i haven't learned music professionally, but I am trying to put my best for this field in future. Rap is a bit easy, so the entire Hookah song is made in rap style. Well, I am a businessman and my interest in music took me here. It was really tough for me, as I am not a professional singer or rapper, even while shooting it took around 10 to 15 takes to give a good shot. It took a good amount of hard work for this song."
   Further, talking about his business and personal life, he added, "I would like to tell you it is actually tough for me. Apart from this, I am a businessman also, we supply filter parts directly to all the big companies like Mahindra etc. A few years back I started my business with only two people, and after a huge amount of hard work i had a team of around 200 workers, I take care of both the things my business and my musical profession as well, yes it is tough but still, I am working hard for the same. Today I am sitting here in front of you guys to fulfill my dream."

· Cabinet approves Memorandum of Understanding between India and France in the field of new and renewable energy
The Union Cabinet chaired by Prime Minister Shri Narendra Modi was apprised of a Memorandum of Understanding (MoU) which has been signed between the Solar Energy Corporation of India Limited (SECI), India and Commissariat a l energieatomique et aux energies alternatives (CEA), French state-owned research entity and BlueStorage SAS, a French Company. The MoU was signed on 3rd October, 2018 in New Delhi.
The objective of the MoU is to define the modalities of discussions concerning, in particular, the future collaboration regarding in a pilot project to provide SECI an e-vehicle charging station with embedded batteries, powered by solar panels and optimized connection to the grid in order to support the Indian governments ambitious plan for the deployment of electrical vehicles by maximizing solar mobility and minimizing its grid impact. The Memorandum of Understanding will help in strengthening bilateral cooperation between India and France.
· Cabinet approves Memorandum of Understanding between India and Afghanistan in the field of human resource development
The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for signing of Memorandum of Understanding (MoU) between India and Afghanistan on cooperation in the field of Human Resource Development.
The MoU would facilitate students and faculty of Educational Institutions in Afghanistan to register and use the SWAYAM Courses. Also, it would facilitate them to upload on SWAYAM, the courses developed in Afghanistan. The required training to students and faculty from Afghanistan would be imparted by MHRD, Government of India.
Through this MoU, Government of India would provide access and share the technology of other major ICT Initiatives in Education such as National Digital Library of India (NDLI), Virtual Labs, Spoken Tutorials. It is also proposed to establish Joint Master Degree Programmes between Indian and Afghanistan Universities / Institutions. MHRD would assist the Ministry of Higher Education, Afghanistan in the areas of Curriculum Development and Capacity Development of Teaching Staff.
Through this MoU, both the countries agree to sign an agreement on mutual recognition of academic qualifications. This is expected to promote student mobility under Study in India program, by attracting more foreign students to come and study in Afghan Institutions. This MoU would be a significant mile-stone in the collaboration between two countries in education sector.
· Cabinet approves establishment of two new AIIMS at Tamil Nadu & Telangana under Pradhan MantriSwasthya Suraksha Yojana
The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved establishment of two new All India Institute of Medical Sciences (AIIMS) at Madurai, Tamil Nadu at a cost of Rs 1,264 crore and Bibinagar, Telangana at a cost of Rs 1,028 crore. The AIIMS will be set up under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
The Union Cabinet has also given its approval for creation of one post of Director in the basic pay of Rs 2,25,000/- (fixed) plus NPA (however pay + NPA would not exceed Rs 2,37,500/-) for each of the above two AIIMS.
Benefits:
• Each new AIIMS will add 100 UG (MBBS) seats and 60 B.Sc. (Nursing) seats.
• Each new AIIMS will have 15-20 Super Specialty Departments.
• Each new AIIMS will add around 750 hospital beds.
Impact: Setting up of new AIIMS would not only transform health education and training but also address the shortfall of health care professionals in the region. The establishment of new AIIMS will serve the dual purpose of providing super speciality health care to the population while also help create a large pool of doctors and other health workers in this region that can be available for primary and secondary level institutions / facilities being created under National Health Mission (NHM). Construction of new AIIMS is fully funded by the Central Government. The Operations & Maintenance expenses on new AIIMS are also fully borne by the Central Government.
Employment Generation: Setting up new AIIMS in the states will lead to employment generation for nearly 3000 people in various faculty & non faculty posts in each of the AIIMS. Further, indirect employment generation will take place due to facilities & services like shopping centre, canteens, etc. coming in the vicinity of new AIIMS.
• Cabinet approves signing of MoU between India and Australia for Cooperation in the Disability Sector
The Union Cabinet chaired by Prime Minister Shri Narendra Modi has been apprised of Memorandum of Understanding (MoU) between India and Australia for Cooperation in the Disability Sector.The MoU was signed at Sydney, Australia on 22nd November 2018.
Benefits: The MoU will encourage cooperation between India and Australia, through joint initiatives in the disability sector. It will strengthen bilateral ties between India and Australia. Further, the MoU will facilitate in improving rehabilitation of persons with disabilities especially for persons with intellectual disability and mental illness in both the countries. Both the countries will take up specific proposals in disability sector as mutually agreed upon, for implementation.
• Cabinet approves expansion of beneficiaries list under Pradhan MantriUjjwalaYojana
The Cabinet Committee on Economic Affairs (CCEA) chaired by Hon'ble Prime Minister, Shri Narendra Modi, cleared the proposal of Ministry of Petroleum & Natural Gas to release deposit free LPG connections to poor families, who have not been considered earlier for release of LPG connections under Pradhan Mantri Ujjwala Yojana (PMUY) on account of their names not been covered either in Socio-Economic Caste Census (SECC) list or the seven identified categories i.e. SC/STs households, beneficiaries of Pradhan MantriAwasYojana(PMAY) (Gramin), Antyodaya Anna Yojana(AAY), Forest dwellers, Most Backward Classes (MBC), Tea & Ex-Tea Garden Tribes, people residing in Islands / river islands, whose names did not appear in the SECC Iist.
Considering several representations received from various quarters, now, poor families who could not get LPG connection under PMUY are now eligible to get a connection subject to fulfilling the eligibility norms and furnishing required documents.
It may be recalled that PMUY was launched on 1st May, 2016 through which deposit free LPG connections are released with the cash assistance of Rs 16007- per connection by Government of India and also, interest free loan to purchase stove and refill by Oil Marketing Companies. Provision of LPG, among other things, so far, more than 5.86 crore LPG connections have been released under PMUY against the target of 8 crore. 48% of the beneficiaries are SC/STs.
World Health Organisation hailed PMUY as decisive intervention by the Government to facilitate switch to clean household energy use, thereby addressing the problems associated with Indoor Household Pollution.
• Cabinet approves construction of New 4 - Lane Bridge (Parallel to the Existing MG Setu) with its approaches from km 0/0 to km 14/500 across river Ganga on NH-19 at Patna in the State of Bihar on EPC Mode
The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, approved the project for construction of a 5.634 km long new 4 - lane bridge across river Ganga, just 38 meters on upstream side of the existing MG Setu, along with approaches from km 0/0 to km 14/500 on NH-19 at Patna in the State of Bihar with a capital cost of Rs. 2926.42 crore. The construction period for the project is three and a half years.and likely to be completed by January, 2023.
This mega project is 14.500 km long and passes through Patna, Saran and Vaishali districts of Bihar. The project includes 5634 meter long major bridge parallel to the existing old MG Setu, 4 number of Vehicular Underpasses (VUPs), one Rail Over Bridge (RoB), 1580 meter long one viaduct, 110 meter long one flyover, 4 minor bridges, 5 numbers bus shelters and 13 road junctions.
The new 4-lane bridge will provide for an arrangement of 8-lane movement of traffic by supporting existing old 4-lane MG Setu. The traffic crossing river Ganga through the combination of this 8 - lane bridge will get best mobility, comfort and convenience alongwith safer travel. The project will greatly facilitate the traffic movement without any congestion for the road users alongwith socio - economic benefits to the society at large.
In addition, this project of new bridge will generate direct employment of about 20.94 lakh mandays during construction.

Israel will hold a general election on 9 April, a representative of Likud party told media.
The announcement came after a meeting of members of the country's Likud-led ruling coalition. According to Haaretz, the coalition failed to agree on the new law on conscripting yeshiva students. Eearlier in the day, the Yesh Atid party refused to vote for the bill.

Lieberman, who accused the PM of "surrendering to Hamas terror", also said that his Yisrael Beitenu (Israel Our Home) Party, which at the time held five seats in the 120-seat Knesset, would leave the coalition.
